Ram Jethmalani dismissive about BJP's expulsion notice

Suspended BJP MP Ram Jethmalani today adopted a dismissive stance towards the show cause notice issued to him by the party asking why he should not be expelled and said he is too busy with his law practice to answer such documents.

"I have only heard about it (the show cause notice) from the media this evening. I have not read the great document which is coming to me. When I receive this document and I read it, I will tell you what I can do- I am too busy a lawyer to reply to any document within 10 years," Jethmalani told reporters.

He was replying to a question on whether he will reply to the show cause notice issued by BJP Parliamentary Board asking him why he should not be expelled for his anti-party activities and indiscipline. BJP has reportedly given him ten days to answer.

Coal output from captive mines at 16 MT till Aug in FY13

Coal production from mines allocated to public and private companies stood at 16 million tonnes till August in this fiscal, the government said today.
    
The production from captive coal mines was at 36 million tonnes (MT) in the last financial year, Coal Minister Sriprakash Jaiswal informed the Rajya Sabha.
    
"As reported by the Coal Controller's Organisation, Kolkata, out of the allocated coal blocks, 30 blocks have started production .... Production for the current year 2012-13 is 16.302 million tonnes (up to August, 2012)," Jaiswal said in a reply.
    
Till date, 218 coal blocks have been alloted to different public and private sector companies, he said. The allocation of coal blocks, he said, started in 1993. Considering the need to augment power generation and to create additional capacity during the eighth Plan, the government took a decision to allow private sector participation in the power sector.
    
As a result, it became necessary to provide for coal linkages to power generating units coming up in the private sector, he said.
    
As an alternative, it was proposed to offer new coal mines to the proposed stations in the power sector for the purpose of captive end use, the minister added.

Army steers clear of Egypt's latest political crisis

CAIRO (Reuters) - Protesters are back in Tahrir Square and the new president is in the firing line, but the military that until earlier this year was at the centre of Egypt's turbulent politics is staying out -- and is likely to keep it that way.

The army has kept a low political profile since President Mohamed Mursi sacked top generals in August, including Field Marshal Hussein Tantawi who led the military council that was in charge of a 16-month transition after Hosni Mubarak's overthrow.

There is no sign this will change even as Egypt faces a new political crisis after another audacious move by Mursi, this time seizing extra powers. That action has set off a storm of criticism and protests by opponents to rule by the Islamist.

"The military council and the armed forces have left the political scene after handing power to the elected president," one general said to Reuters, declining to be named because the army wanted to avoid making any public political pronouncement.

"The armed forces have now gone back to its natural role of protecting the nation," he said, adding that the army would only step in "if called upon to protect the people" in a crisis.

That echoes a line often repeated by the army, that it will protect the nation and would only intervene if requested, which analysts and diplomats say the military is likely to stick to for fear of further damaging a reputation that took a beating during the messy transition period when it was in charge.

Many officers in the military became increasingly worried when the army was in power because mounting opposition to its role was both undermining their prestige and threatening to damage huge business interests, analysts and diplomats said.

That may have encouraged the second tier generals to back Mursi when he pushed out the top officers in August. Those new generals owe their promotions and loyalty to Mursi.

"The military is now out of the picture. They are not interfering in these political issues," said Mohamed Kadry Said, a former general and head of the military studies unit at Cairo's Al Ahram Center of Political and Strategic Studies.

He said matters changed when Tantawi and chief of staff, Sami Enan, were pushed out. Tantawi had been in the post of defence minister for two decades under Mubarak.

ACT IF CALLED

"The armed forces' loyalty is to the people and the nation," General Abdel Fattah al-Sisi, who now heads the military and is the new defence minister, told a graduation ceremony.

"The armed forces role is to protect the stability of the nation internally and externally," he said in comments carried by the official news agency during the latest political crisis.

Diplomats and analysts suggest the army would only act if Egypt faced unrest on the scale of the revolt that toppled Mubarak. Protests and violence now are nowhere near that stage.

Hundreds were killed in the anti-Mubarak uprising as protesters battled police until the army moved into the streets with tanks. So far, there is only one fatality in this crisis.

"The strong impression I have is that the military is really out of domestic politics, and the only way I would expect them to get involved is if there is really serious unrest, and even then probably only at Mursi's request," said Elijah Zarwan, a fellow with The European Council on Foreign Relations.

Perhaps indicating how much the military wants to distance itself, when warplanes buzzed Cairo on Sunday in a way eerily like a moment at the height of the uprising against Mubarak, the military quickly reiterated that it was a training exercise.

"I suspect that many officers were uncomfortable with the military continuing to take a direct role in the country's politics and felt it was dangerous for the country and harming the military's prestige," Zarwan said.

The army still retains hefty influence. It has taken a leadership role in a crackdown on militants in Sinai, a lawless area near the sensitive border with Israel, and controls a business empire that ranges from weaponry to bottling water.

Those interests could have faced more unwelcome scrutiny from civilians if it had clung on to power longer, say analysts.

Now, rather like under Mubarak, it is showing no overt role in politics although this time it no longer has a former commander, like Mubarak and his predecessors, in top office.

"The armed forces is a neutral institution meant to serve the nation and protect its borders," said Seif el-Din Abdel Fattah, an analyst and one of Mursi's advisors.

"A new leaf has been turned since the military council has handed power to an elected president."

UAE's Network Intl acquires remittances player Timesofmoney

Media major Bennett Coleman and Company Ltd (BCCL) has sold a majority stake in its wholly-owned remittances subsidiary Timesofmoney to UAE-based Network International.

As part of the deal, Network International, which is engaged in the payments space in Middle-East and Africa, will acquire a majority stake in Timesofmoney from its parent Times Internet, a subsidiary of BCCL. However, no financial details of the deal were disclosed.

Timesofmoney felt it was necessary to have a strategic investor on board as it was not able to tap into the largest inward remittances source of Middle East, its Chief Executive Avijit Nanda told PTI here.

The chief executive of Network International Bhairav Trivedi said his company was entering the cross-border remittances space through the acquisition. Both Nanda and Trivedi, as well as Network International's chairman Abdulla Qaseem declined to specify the deal size or the percentage of equity changing hands.

A Timesofmoney statement said Times Internet will continue to hold a minority stake in the company and also have a board seat. Trivedi said post-acquisition, Network International plans to grow Timesofmoney's online merchant acquisition business, enter the white label ATMs (non-banking entities who are now allowed to set up ATMs) in the next round of bidding and also the point of sales terminals businesses.

Nanda said Timesofmoney facilitated up to USD 3.5 billion of the total of USD 65 billion in remittances into India in FY2011-12. Middle East contributed to around USD 24 billion of the total remittances into India and the company, which now has the capability to serve the geography having a large India diaspora, will aim to capture at least a "couple of percentage points" of that business to start with, Trivedi said.

Network International will retain the entire team of 210 employees at Timesofmoney post deal, he added.

Arsenal's Wenger defends Giroud and Wilshere decisions

REUTERS - Arsenal manager Arsene Wenger has defended his decision to substitute in-form striker Olivier Giroud and keep England midfielder Jack Wilshere on the bench during Saturday's dour scoreless draw against Aston Villa.

The French tactician is having to deal with fan discontent on a regular basis and was subject to a chorus of boos from travelling Arsenal supporters when he substituted Giroud for defensive midfielder Francis Coquelin late in the match.

Wenger has also had to juggle Wilshere's workload since his return from an ankle injury.

After playing two games in four days against Tottenham Hotspur and Montpellier, no risks were taken with the 20-year-old on the trip to Villa Park with his ankle being monitored closely for minor inflammation.

"Jack Wilshere has played three or four games in quick succession so I decided to give him a breather on Saturday," Wenger said in his Monday e-mail to Arsenal members.

"It's a relief that he's had no setback since he came back. He had a little inflammation but I think the rest will help him to get rid of it.

"Apart from that, he's done very well. He's not played for 17 months, people forget what that means - it's massive. I'm very happy with the way he progresses."

On his decision to bring off Giroud in the 86th minute, Wenger added: "I took Olivier Giroud off towards the end of the game because he had given everything and was tired. Like Jack, he has played a number of games recently."

With 20 points taken from their first 13 Premier League matches, Arsenal are 10 points shy of leaders Manchester United in sixth.

The north London club are again on the road in their next Premier League fixture when they travel to Goodison Park to face fifth-placed Everton on Wednesday.

ONGC to buy Kazakh oilfield stake from ConocoPhillips for $5 bln

REUTERS - ConocoPhillips said it plans to sell its 8.4 percent stake in Kazakhstan's giant Kashagan oil field to Oil and Natural Gas Corp Ltd for about $5 billion as the Indian company looks to make up for flagging production.

Kashagan, the world's biggest oilfield discovery since 1968, holds an estimated 30 billion barrels of oil-in-place, of which 8-12 billion are potentially recoverable. First production from the field is expected in 2013.

India, the world's fourth-biggest oil importer, buys nearly 80 percent of its oil needs as expanding refining capacity has outpaced local oil output. State-run ONGC's local oil output has been almost stagnant for years.

ConocoPhillips said the carrying value of the assets related to its Kashagan interest was about $5.5 billion as of September 30.

The company said it would take an after-tax impairment of about $400 million in the fourth quarter to reduce the carrying value. The deal is expected to close in the first half of 2013.

ONGC, India's fifth-biggest company by market value, has been investing to maintain output from its old fields and has capital spending plans of around 340 billion Indian rupees both this year and next. The company is under pressure from the government to meet rising demand.

The acquisition is the largest ever for ONGC, and marks the biggest outbound deal from India since mobile phone operator Bharti Airtel bought mobile phone operations in 15 African countries for $9 billion in 2010 from Kuwait-based telecoms group Zain .

ONGC Videsh, the arm of ONGC that invests in overseas assets, said the acquisition would likely add 1 million tonnes (20,000 barrels per day) to its annual production over 25 years with the company's share of output significantly higher in later stages of development. ONGC Videsh's production in the year to March 31, 2012 was 8.7 million tonnes.

Kazakhstan, home to 3 percent of the world's recoverable oil reserves and the largest former Soviet oil producer after Russia, has sought to revise deals struck with foreign energy companies in the lean post-Soviet years.

ConocoPhillips has been conducting a disposal program to reduce its non-core overseas assets to reduce debt and increase its exploration and dividend budgets.

It has already exceeded its target of asset sales worth $20 billion by the end of 2012, including the sale of its stake in Lukoil , Russia's second-biggest oil producer.

"(The) purchase price of $5 billion is at the high end of our prior expectation of $4 to $5 billion," analysts at Simmons and Co wrote in a note to clients.

"This is a positive for ConocoPhillips as it marks important progress on their asset divestiture program, which is needed to support the capital program and dividend."

ConocoPhillips shares down slightly at $56.39 in early trading.

The company said it notified government authorities in Kazakhstan, and its partners in the North Caspian Sea production-sharing agreement of its intention to sell the stake.

Kazakh Oil and Gas Minister Sauat Mynbayev last month disclosed ConocoPhillips' plans to sell its stake in the field.

The Kashagan field is jointly controlled by state-run KazMunaiGas and six international companies, including Eni Spa ExxonMobil Corp , Royal Dutch Shell Plc , Total SA and Inpex Corp <1605.T>.

Syrian jets bomb rebel base near Turkey border

BUKULMEZ, Turkey (Reuters) - Syrian warplanes bombed a rebel headquarters near the Turkish border on Monday, missing their target but sending hundreds of Syrians fleeing across the frontier.

The attack on the Free Syrian Army base in Atima, 2 km (1 mile) from the border, came a day before Turkish and NATO officials were due to start assessing where to station surface-to-air missiles close to the 900 km (560 mile) border.

Turkey, a major supporter of insurgents fighting to oust President Bashar al-Assad, has repeatedly scrambled jets along the joint border and responded in kind when Syrian shells have landed inside Turkey.

But Ankara, rejecting Syrian complaints that the Patriots were "provocative", stressed they would be used only to defend Turkish territory, not to create a no-fly zone inside Syria that rebels want to neutralise Assad's massive air power.

Describing the bombing of the FSA base, opposition activist Ahmed, who lives within a few blocks of it, said: "Two Syrian fighter jets came and fired five rockets. Three have hit farm areas and another two hit buildings near the base."

Monday's strike was one of the closest to the Turkish border carried out by Syrian jets. Ahmed said it was the first time they targeted the FSA base set up by senior rebel Mustafa al-Sheikh when he crossed over to Syria from Turkey two months ago.

Rebels fired anti-aircraft guns at the jets but they were flying too high to be hit, activists said. "I think the reason for the raid may have something to do with increased weapons movements (from Turkey)," Ahmed said.

Several hundred Syrians fled into Turkey after the raid and were being taken care of by the Turkish army. At least two wounded people were taken across the border.

The Turkish Anatolian news agency said an anti-aircraft shell fired during clashes in another Syrian border town, Harem, hit the roof of a house in the Turkish district of Reyhanli, causing no casualties.

After 20 months of conflict, rebels have been tightening their hold on farmland and urban centres to the east and northeast of Damascus, and have seized a string of military bases in the past 10 days.

PATRIOT DEPLOYMENT

A joint Turkish-NATO team will start work on Tuesday assessing where to put Patriot missiles, how many will be needed and the number of foreign troops to be sent to operate them.

Turkey is reluctant to be drawn into the fighting, but the proximity of Syrian bombing raids to its border is straining its nerves. It is worried about its neighbour's chemical weapons, the refugee crisis on its border, and what it says is Syrian support for Kurdish militants on its own soil.

Activists say more than 40,000 people have been killed in Syria's civil war, which started with peaceful demonstrations for reform but grew into demands for the overthrow of 42 years of dynastic rule by Assad and his late father, Hafez al-Assad.

Attacks by mainly Sunni Muslim rebels against Assad's forces have become increasingly effective and deadly. The president, from Syria's Alawite minority which is linked to Shi'ite Islam, has responded with devastating artillery and air bombardment.

Hundreds of thousands of Syrians have fled their country and more than 2 million more have been displaced. The opposition said last week $60 billion would be needed for reconstruction.

The military installations rebels have captured in the last 10 days include a major facility in the northern province of Aleppo and several bases around the capital Damascus.

EUPHRATES DAM CAPTURED

On Monday activists said rebels took control of the Tishreen dam on the Euphrates river, east of the city of Aleppo. Internet video footage showed gunmen inside what appeared to be the control room, undamaged following the rebel capture.

Other footage showed rebels opening up ammunition boxes, including one marked RPG (rocket-propelled grenades), which they said were seized from Assad's forces holding the dam.

On Sunday rebels said they had captured a helicopter base east of Damascus, their latest gain in a battle that is drawing nearer to Assad's seat of power in the capital.

The Marj al-Sultan base, 15 km (10 miles) from Damascus, is the second military facility on the outskirts of the city reported to fall to Assad's opponents this month. Activists said rebels destroyed two helicopters and taken 15 prisoners.

"We are coming for you Bashar!" a rebel shouted in an internet video of what activists said was Marj al-Sultan. Restrictions on non-state media meant it could not be verified.

The rebels have been tightening their hold on farmland and urban centres to the east and northeast of Damascus while a major battle has been under way for a week in the suburb of Daraya near the main highway south.

"We are seeing the starting signs of a rebel siege of Damascus," opposition campaigner Fawaz Tello said from Berlin. "Marj al-Sultan is very near to the Damascus Airport road and to the airport itself. The rebels appear to be heading toward cutting this as well as the main northern artery to Aleppo."

Assad's core forces, drawn mainly from his Alawite sect, are entrenched in the capital.

Life insurer's premium mop-up drop 3.45 pc in Apr-Oct: Irda

Premium collected by life insurance companies dropped 3.45 per cent in the April-October period due to various factors that are influencing the financial sector as a whole.
    
As per the data released by the Insurance Regulatory and Development Authority of India (Irda), premiums collected by 23 private sector companies and lone state-owned LIC totaled Rs 53,814.09 crore during the period.
    
They together had collected Rs 55,737.84 crore in the April-October 2011 period. India's largest life insurer LIC reported a drop of 2.88 per cent in its premium collection, while the decline in private companies was 5.07 per cent.
    
LIC's premium collection stood at Rs 40,069.84 crore in April-October as against Rs 41,259 crore in the year-ago period.
    
Private insurers netted Rs 13,744.25 crore as against Rs 14,479 crore in the corresponding period of 2011-12. Life insurance companies collect premium under four segments -- individual single, individual non-single, group single and group non-single.
    
Reliance Life's premium collection dropped by 14.78 per cent, that of ICICI Prudential by about 6.9 per cent and of HDFC Standard Life by approximately 5 per cent.
    
Last week, the Finance Ministry had said in Parliament that the reasons for a negative growth in the premium collections are various factors that are influencing the financial sector as a whole.

Govt decides to deduct Rs 39 cr guarantee for 2 coal mines

The government has decided to deduct bank guarantees worth Rs 39 crore in the case of two coal mines allocated to five firms, including Tata Sponge and Bajrang Ispat.

"In pursuance of the recommendations of IMG (Inter- Ministerial Group) it has been decided to deduct the Bank Guarantee (BG) furnished by the allocatee companies.

"The BG to the extent of Rs 32.50 crore be deducted and deposited with the government," the coal ministry has said in a letter to Tata Sponge, Scraw Industries and SPS Sponge Iron allocated Radhikapur (East) coal block.

Radhikapur (East) coal block was alloted to the three firms with Tata Sponge as leader to meet the coal requirement of for their sponge iron production and captive power generation, the ministry said.

In another letter to Nilachal Iron & Power and Bajrang Ispat, the ministry said, "Accordingly it has been decided to deduct the proportionate BG furnished by the allocatee companies in respect of Dumri coal block in respect of shortfall in production. The BG to the extent of Rs 6.50 crore be deducted."

Dumri coal block was alloted to Nilachal Iron & Power and Bajrang Ispat to meet their coal requirement of 47 million tonnes (MT) and 22 MT.

The government had formed the IMG in July to review progress of coal blocks allocated to firms for captive use. A total of 58 mines were issued show-cause notices for failing to develop blocks within stipulated timeline.

Iran plans new oil storage, airline hikes fares

Iran is planning to build new oil storage facilities so it can store more of the fuel it is having a hard time selling due to Western sanctions over its disputed nuclear programme.

State-run Press TV quoted Mahmoud Zirakchianzadeh, Director of the Iranian Offshore Oil Company, as saying nearly 8.1 million barrels will be added to Iran's crude oil storage capacity by the next summer.

Iran has the world's third largest proven oil reserves and was OPEC's second largest exporter, but sanctions have stymied the flow since summer. It slipped to the cartel's third place in July after the

European Union imposed oil sanctions to force Tehran to stop its uranium enrichment programme. According to the International Energy Agency, Iran's oil exports plunged to 1 million barrels a day in July, after standing at the 1.74-million-barrel mark a month earlier.

Crude oil exports account for about 80 per cent of the country's foreign revenue.
The US and its allies accuse Iran of using its nuclear programme as a cover to develop nuclear weapons. Iran has denied the charges, saying its programme is geared toward generating electricity and producing radioisotopes to treat cancer patients.

In another sign sanctions are biting, Iran's national airline has nearly doubled prices on plane tickets for some foreign destinations. Iran Air spokesman Shahrokh Nooshabadi was quoted by local media as saying the carrier raised prices by up to 90 per cent because of higher fuel prices and the plunging value of the rial against foreign currencies.

Iranian media say other airline companies have also hiked prices on flights abroad. In November, prices for Iranian domestic flights by Iran Air rose some 70 per cent.

IMG may meet tomorrow to decide fate of coal mines of PSUs

The Inter-Ministerial Group (IMG) is likely to meet tomorrow to decide the fate of 14 mine alloted to public sector firms. "The IMG meeting which was scheduled for Monday had to be postponed as some of the members of the panel had expressed their inability to attend the same," a government official said.

"The meeting is now likely to take place tomorrow," the official added. The IMG, earlier this month, had recommended de-allocation of eight such blocks after scrutiny of 19 cases of public sector firms.

The panel, whose earlier recommendation for de-allocation of 13 mines to private firms has already been accepted by the government, had also asked for imposition of bank guarantees in six cases and deduction in two cases.

The IMG on October 9 and 10 had examined 33 coal blocks allocated to public sector firms which were issued notices for delay in production.

The panel has already concluded the scrutiny of 31 coal blocks allotted to 51 private firms and last month the government had accepted its recommendations for de-allocation of 13 mines and deduction of bank guarantees of 14 allottees.

A total of 58 mines were issued show-cause notices for their failure to develop blocks within stipulated timeline. The government had formed the IMG in July to review progress of coal blocks allocated to firms for captive use.

The CAG had estimated that undue benefits to the tune of Rs 1.86 lakh crore might accrue to private firms on account of allocation of 57 mines to them without auction.

RBI asks banks not to lend for purchase of gold in any form

The Reserve Bank today directed banks not to give loans for purchase of gold in any form, including primary gold, bullion and jewellery, to dissuade people from indulging in speculative activity.

"...it is advised that no advances should be granted by banks for purchase of gold in any form, including primary gold, gold bullion, gold jewellery, gold coins, units of gold Exchange Traded Funds (ETF) and units of gold mutual funds," RBI said in a notification.

No advances should be granted by banks against gold bullion to dealers or traders in gold if, in their assessment, such advances are likely to be utilised for purposes of financing gold purchase at auctions or speculative holding of stocks and bullion, it said.

However, it said banks can provide finance for genuine working capital requirements of jewellers.

The decision was taken in view of significant rise in imports of gold in recent years putting pressure on current account deficit.
In the 2011-12 fiscal, India's gold imports stood at USD 60 billion and the quantum of import was 1,067 tonnes.

In the April-June quarter of the current fiscal, however, gold imports had contracted by 18.4 percent year-on-year to Rs 71,912 crore (USD 13 billion).

The Monetary Policy Statement of April 2012 announced the constitution of a Working Group to study issues relating to gold imports and gold loans by Non-Banking Financial Companies (NBFCs) in India.

The Working Group, submitted its draft report in August 2012, suggested that other than working capital finance, banks are not permitted to finance purchase of gold in any form.

Gold rises 1 percent, recovers last week's losses

Gold rose one percent on Monday, recovering last week's losses, on increased risk appetite as the dollar softened, while violence in the Middle East and talks to resolve an imminent fiscal crunch in the United States lent support.

Spot gold rose 1.02 percent to $1,731.00 an ounce by 1430 GMT, having earlier jumped to $1,732.10. U.S. gold gained 0.97 percent to $1,731.40.

Spot silver rose 2.42 percent to $32.99 an ounce.

"We've seen oil prices head higher on the unrest in the Middle East 'and I think that is leading to some worries, even though there is a general day of 'risk on' with equities being up," said Christin Tuxen, analyst at Danske Bank.

The dollar index fell from a two-month high hit on Friday, making commodities priced in the greenback more affordable for buyers holding other currencies.

World stock markets and commodities rose on Monday, recovering some of their sharp losses last week, on signs of progress in talks to resolve the fiscal crunch in the United States.

Eugen Weinberg, global head of commodities research at Germany's Commerzbank, said gold's one percent rise as the dollar softened was linked to increased risk appetite for the precious metal rather than its appeal as a safe haven.

However, some analysts saw the increasing conflict in the Gaza Strip triggering buying in precious metals.

"We still have some fairly important tensions in that part of the world, hence there is a demand for safe havens, such as gold," Tuxen said.

Worries over the unresolved euro zone debt crisis, and the continuing talks to resolve the "fiscal cliff", supported gold.

The gold market's attention is largely focused on the budget talks between U.S. President Barack Obama and Congressional leaders.

Gold's safe haven status would shine in the case of failed talks and political paralysis, while success in avoiding the fiscal disaster may dampen sentiment in gold, analysts said.

U.S. lawmakers expressed confidence on Sunday that they could reach a deal to avert the $600 billion "fiscal cliff", which threatened to send the giant economy back into recession.

The discussions between the two parties are unlikely to go smoothly, which would potentially benefit gold.

Ole Hansen, vice president of Saxo Bank, said that once the fiscal crunch is resolved, the underlying interest rate environment was likely to remain low for some time, potentially supporting gold prices.

"If the parties in the U.S. reach agreement, that would remove uncertainty and gold's safe haven status. But the low interest rate environment is not going to go away," he said.

Low interest rates increase inflationary fears, and can support gold which is often seen as a hedge against inflation.

Traders will be looking for any clues of the Federal Reserve's future intentions when chairman Ben Bernanke speaks at the Economic Club of New York on Tuesday.

MIDDLE EAST CONFLICT

Referring to the violence in the Middle East, Peter Fertig, a consultant at Quantitative Commodity Research, said: "The situation in the Middle East could be supportive for precious metals. The situation is supportive for the price of crude and precious metals often rise with higher crude prices."

Israel bombed dozens of suspected militant sites in the Hamas-ruled Gaza Strip on Monday and Palestinians kept up their cross-border rocket fire as international pressure for a truce intensified.

Reuters market analyst Wang Tao expected spot gold to rise to a resistance zone of $1,734 to $1,738 an ounce during the day, driven by an upward wave c.

HOLDINGS OF SPDR GOLD UP

Holdings of the largest gold-backed exchange-traded-fund (ETF), New York's SPDR Gold Trust GLD rose 0.22 percent on Friday from Thursday, while those of the largest silver-backed ETF, New York's iShares Silver Trust SLV, fell 0.45 percent for the same period.

Speculators raised their net long bets in U.S. gold in the week ended November 13 from the lowest level in about three months hit a week earlier, the U.S. Commodity Futures Trading Commission said.

Net long positions in U.S. silver edged up to 27,802 contracts from 27,350 contracts a week earlier, their lowest since late August.

Platinum rose 1.40 percent to $1,575.75, while sister metal palladium was last at $638.75, up 1.87 percent.

Four Kuwaitis detained over Twitter comments

KUWAIT (Reuters) - Four Kuwaitis have been arrested for comments made on Twitter and will be detained for 10 days for questioning, an Interior Ministry source said on Monday, after local media reported the detainees had criticised the country's ruler.

Kuwait, a U.S. ally and major oil producer, has been taking a firmer line on social media and has charged several citizens this year for comments made on the site which were deemed to be stoking tensions in the Gulf Arab state.

Twitter is extremely popular in the country.

"They were summoned and transferred to the prosecution. The public prosecution ordered a 10-day detention," the official said, declining to be named.

The source added that the four were arrested for comments made on Twitter but did not give any details.

Kuwaiti newspapers have reported that the four were arrested last week over comments deemed insulting to the emir, Sheikh Sabah al-Ahmad al-Sabah, who is described as "immune and inviolable" in the constitution.

This issue has become sensitive in Kuwait since demonstrations against new voting rules ordered by the emir last month ahead of December 1 parliamentary elections.

The emir has said the changes were constitutional and were aimed at improving the voting system to help preserve national unity.

A prominent opposition politician, Musallam al-Barrak, has also been charged with comments deemed insulting to the emir made at an opposition rally in October.

Such direct public criticism is extremely rare in Kuwait and marked a shift in opposition rhetoric.

While public demonstrations about local issues are common in a state that allows the most dissent in the Gulf, Kuwait has avoided Arab Spring-style mass unrest that toppled three veteran Arab dictators last year.

A: I think Mamata Banerjee cannot bring this government down in this winter session of parliament. She can embarrass the government by joining hands with the BJP, the Left and some other parties, in insisting that there be a debate and a vote on FDI in retail under Section 184. That's the limit of what she can do at the moment. On the vote of confidence, I don't think any of the critical allies of this government, who are supporting it from the outside particularly the BSP and the SP, are in a mood to bring down this government in this session itself. There is ofcourse the one-upmanship between Mamata and the left.

If Mamata moves a vote of no-confidence, will the Left support it? There is a question mark over that as well. So, Mamata needs to create the impression that she is the one who is driving the opposition agenda against the government. Also that she is the one who has the potential to bring down the government. However, the facts and the numbers at the moment work against here when it comes to vote of no confidence. Certainly when it comes to a resolution under Section 184 on FDI in retail, Mamata can join hands with a variety of parties. She can cause severe embarrassment to the government in parliament.

'Twilight,' 'Hunger Games' to push Lions Gate sales past $2 bln

REUTERS - Movie studio Lions Gate Entertainment Corp surpassed the $1 billion mark in domestic movie theater sales because of its blockbuster hits "The Hunger Games" and the final release of the "Twilight" franchise.

The company said on Monday that it expected to gross more than $1 billion internationally and more than $2 billion in both domestic and international movie theaters in the coming weeks after the start of the "Twilight" vampire saga's final chapter on November 15.

"The Twilight Saga: Breaking Dawn - Part 2" debuted with a massive $341 million in global movie ticket sales over the weekend.

Lions Gate merged with Summit Entertainment in January, giving it rights to the "Twilight" franchise.

Shivanand Shankar Mankekar HUF today acquired 1.45 lakh shares of United Spirits from Om Kedar Investments in a deal worth nearly Rs 22 crore. As per the block deal data available with the National Stock Exchange, Shivanand Shankar Mankekar HUF bought 1.45 lakh shares of the Vijay Mallya group firm at an average price of Rs 1,540 apiece, valuing the deal at Rs 22.3 crore.

Last week, spirits maker Diageo Plc had announced that it would buy 53.4 per cent stake in United Spirits for Rs 11,166.5 crore in a multi-structured deal. UK-based Diageo had said that it would acquire 27.4 per cent stake in USL at Rs 1,440 per share aggregating to Rs 5,725.4 crore.

Further, Diageo will also acquire 19.3 per cent stake in USL at a price of Rs 1,440 apiece from the UBHL group, the USL Benefit Trust, Palmer Investment Group Ltd and UB Sports Management (two subsidiaries of USL) and SWEW Benefit Company (a company established for the benefit of certain USL employees).

Shares of United Spirits settled 34.93 per cent higher at Rs 1,834.60 apiece on the BSE.

Telcos in unison against high reserve price: Kunal Bajaj

The response to 2G auction has been muted. The government received bids worth more than Rs 9,200 crore on the opening day of auction for 2G mobile phone spectrum.

In an interview to CNBC-TV18, independent telecom analyst Kunal Bajaj says it is inline with expectations. "Telecom operators have come out in unison and basically said that the reserve prices are indeed very high for almost all of the circles," he adds.

Below is the edited transcript of his interview on CNBC-TV18.

Q: It is turning out to be a damp Diwali, as far as the government and the auction is concerned. Only a little over Rs 9,000 crore is what the government has got on day one and not much more is expected on Wednesday, when it resumes. Was this inline with your expectations? Is this worse than your expectations or better than your expectations?

A: It is inline with expectations. We expected that it would end on the first day itself. One or two circles are still outstanding with some demand beyond what the actual supply is. Therefore, the auctions would go into the second day, but really it is a lot less than the Rs 40,000 crore that the government expected.

It is unfortunate that it has gone in that direction, from the government's point of view. But from the telecom industry's point of view, it is very positive because all of the telecom operators have come out in unison and basically said that the reserve prices are indeed very high for almost all of the circles.

Q: Who do you blame for this? The telecom industry from day one has been saying the reserve price is too high, the government has been saying we are pretty much following the ground work that's been laid out by the Supreme Court. It is not about revenue maximisation, but we cannot go the other direction, we have to peg it to what happened in the 3G auction. Who would you really blame for? What is a mess actually?

A: I think it is difficult to point fingers at any specific party. But I think the entire fallacy, which has been set up around this reserve price, is potentially the largest problem here. All the expectations about the government revenues of Rs 40,000 crore and one-time fees that would follow from that were actually pegged on this one reserve price number.

But, in reality, the telecom operators were saying all along that the reserve price itself is too. For a proper auction, they should have actually set the reserve price maybe artificially too low because once people start bidding and they get into the momentum and they see the competitive environment, then that would have actually led to a lot more interest in auction. But if from day one itself no one is bidding then regardless of where you set the reserve price, nobody is threatened that the competition is going to acquire a spectrum that they won't have access to. That in itself creates the psychological comfort zone and then nobody feels like they need to bid.

Microsoft's Surface tablet has "modest" start - Ballmer

PARIS (Reuters) - Microsoft Corp's new Surface tablet - its challenger to Apple's iPad - had a "modest" start to sales because of limited availability, Microsoft Chief Executive Steve Ballmer told French daily Le Parisien.

The world's largest software company put the Surface tablet centre stage at its Windows 8 launch event last month in its fightback against Apple and Google in the exploding mobile computing market.

"We've had a modest start because Surface is only available on our online retail sites and a few Microsoft stores in the United States," Ballmer was quoted as saying.

Meanwhile, 4 million upgrades to Windows 8 were sold in the three days following the system's launch, Ballmer added.

Gold near 3-week high; focus on U.S. fiscal cliff

LONDON (Reuters) - Gold edged up to near a three-week peak on Monday, supported by expectations U.S. monetary policy will remain ultra-loose, while investors also bought the metal as a hedge against a looming U.S. fiscal crisis.

Gold added 0.29 percent to $1,735.86 by 1432 GMT, holding near the three-week high around $1,738 struck on Friday and well above a two-month low around $1,672 hit last week.

U.S. COMEX gold futures for December were up 0.21 percent at $1,734.60 an ounce.

World shares, with which gold is often correlated, stabilised on Monday after three straight sessions of losses as firmer Chinese data helped to offset concerns about a possible U.S. fiscal crisis and delays to an instalment of Greek aid.

"The gold price is up because of a combination of the outlook for an expansionary U.S. monetary policy and fears over the 'fiscal cliff'," said Eugen Weinberg, global head of commodities research at Germany's Commerzbank in Frankfurt.

"Concerns over inflation in the longer term are a factor," he added.

He said gold prices could rise further and potentially break above a peak near $1,800 an ounce in the next few weeks.

Peter Fertig, a consultant with Quantitative Commodity Research, said a continuing relaxed U.S. monetary policy was underpinning the gold market.

"It is currently the quantitative easing factor that is providing support to gold, because other fundamental factors have been negative," Fertig said.

He argued that a potential positive for gold in coming weeks would be an improvement in the global economy and a resulting rise in stock markets and investors' appetite for risk.

"There is potential for further upside in gold prices, but it crucially depends on how Wall Street will react," he said. "If economic data in coming weeks comes in stronger than expected, we could see a re-test of the early-October highs near $1,800."

A slowdown in China has darkened the prospects for the economy in recent months, but there has been hope in the euro zone's progress in easing its fiscal worries and the prospect of a U.S. recovery next year.

President Barack Obama will meet business, labour and civic leaders this week ahead of talks with Congress on a deal to head off nearly $600 billion worth of tax hikes and spending cuts that could derail the U.S. recovery.

Broker Marex Spectron said in a daily market report, "Recently gold has veered between attempting to be a safe haven and on the flip side reacting in tandem with the euro, other commodities and the stock market.

"Until it conclusively decides what it really is, the range trading will continue."

Gold rallied to $1,795, an 11-month high, on October 5 after the U.S. Federal Reserve pushed ahead with another round of monetary stimulus.

At the London Bullion Market Association (LBMA) conference in Hong Kong, the president of the Shanghai Gold Exchange told Reuters the bourse would launch an interbank market early next month that would start with spot contracts and gradually offer forward contracts.

At the same conference, the general director of the People's Bank of China, Xie Duo, said the central bank had not set a time-frame on issuing more gold import licenses to banks but was keen to further open up the market to the international community.

Last week, the global head of metals at consultancy Thomson Reuters GFMS said he expected China's gold demand to grow 1 percent this year to a record of around 860 tonnes, which means the country would overtake India as the world's biggest consumer of gold for the first time on a yearly basis.

Gold prices may hit $2,000 an ounce in 2013 as costs and barriers to production restrict supply, while demand from central banks and Chinese consumers keeps climbing, the world's biggest gold producer said on Monday.

China's leading gold miner, Zijin Mining Group <601899.SS> <2899.HK>, sees output flat in 2013 after an expected rise of nearly 5 percent this year as falling production at its top mine is offset by growth elsewhere, a company official said on Monday.

Saudi tells U.N. Iran trespassing on its territory - report

JEDDAH, Saudi Arabia (Reuters) - Saudi Arabia has accused Iran of straying onto its territory near oil and gas fields in the Gulf and warned it was looking at how to respond, the Saudi ambassador to the United Nations said.

In a letter to U.N. Secretary-General Ban Ki-moon, Saudi authorities said Iranian helicopters flew several times over a gas field at Hasba, Abdullah al-Mualimi was quoted as saying in the daily newspaper Okaz on Monday.

The letter also said two Iranian navy boats intercepted a vessel belonging to state-owned oil giant Saudi Aramco.

"I have submitted to Secretary-General Ban Ki-moon a letter that details Iran's breaches of the official conventions and treaties between it and Saudi Arabia," Okaz quoted Mualimi as saying.

A Foreign Ministry spokesman declined to comment, saying the issue was under the jurisdiction of the Defence Ministry. A Defence Ministry spokesman was not available to comment.

Mualimi was quoted as saying the Saudi government had not requested international intervention but was "studying the appropriate practical steps to deal with the issue". He said the kingdom reserved the right to respond with appropriate action to protect its territory and oil.

The Saudi Foreign Ministry has sent a letter to the Iranian Foreign Ministry asking that such incidents are not repeated and stressing that the areas where the incidents occurred are Saudi-owned under agreements signed between the two countries in 1968, Mualimi said.

Separated by about 250 km (150 miles) of Gulf waters, Shi'ite Muslim power Iran and Sunni-led Saudi Arabia have often tense relations. Saudi Arabia has accused Iran of fomenting unrest among Shi'ites in its oil-rich Eastern Province, a charge Iran denies.

Move on CAG comes under political attack

An apparent move to make CAG a multi-member body today came under sharp attack from political parties which have warned that any such attempt may boomerang and vowed to oppose it inside and outside Parliament.

Reacting to Minister of State in the PMO V Narayanasamy's interview to PTI in which he had talked about consideration of a proposal to make CAG a multi-member body, Congress made it clear that government would not make institutional measures based on the activities of "a person" (incumbent CAG).

The Minister has since sought to retract his statement. However, Information and Broadcasting Minister Manish Tiwari, who avoided a direct comment on the CAG issue, spoke of the multi-member experiment of the Election Commission which he said has stood in "good stead over the decades".

Attacking the government, BJP said Narayanasamy's remarks on the CAG issue was a "disturbing attempt" to reduce the authority of the Constitutional body. "BJP takes serious objection to this disturbing attempt by the government...We seriously apprehend that this remark of the minister is not an off-the-cuff remark," BJP Chief Spokesperson Ravi Shankar Prasad said.

"We would like to warn this government that any attempt to reduce the authority of CAG and compromise the constitutional integrity of the state institutions will be seriously opposed both inside and outside the Parliament," he said.

UPA's outside ally Samajwadi Party and the Left parties too joined the criticism of the government over the proposal and questioned the timing of such a talk when the CAG had brought out damaging reports on 2G and Coal block allocations and Commonwealth Games.

Medical report says athlete Pinki Pramanik is male

The medical report of Pinki Pramanik suggests that the athlete is male. The police have submitted a chargesheet against Pinki Pramanik at Barasat Court alongside the medical report, charging the athlete with rape and cheating.

Pinki's medical tests were performed by a board of doctors at the SSKM hospital in Kolkata. Pinki was arrested and jailed after the athlete's former live-in partner accused that she had been raped by the athlete. The athlete was freed from the jail on bail on July 11, 2012.

Pinki was arrested on June 14 following allegations of rape. The former middle-distance runner, who had won the 4x400m relay gold in the 2006 Doha Asian Games, has been accused of being a male and of allegedly raping her live-in partner. Her 30-year-old line-in partner, an estranged woman, had alleged that Pinki was in fact a male following which the athlete was made to undergo gender determination tests.

Pinki was initially taken to a private nursing home in Barasat under police custody after being arrested and later to the Barasat General Hospital for gender tests but the reports were inconclusive as the athlete was subsequently referred the SSKM Hospital. But the gender of the athlete could not be determined at the state-run hospital as the facility for the chromosome pattern test was unavailable.

A video clipping purportedly of Pinki showing the athlete in the nude was circulated as a PIL was moved in the Calcutta High Court on July 6. The court directed the West Bengal government to file an affidavit within two weeks on the progress of the investigation. The West Bengal Human Rights Commission had also stepped in, directing the home, health and police departments to inquire into the alleged "inhuman torture" on the athlete in police and jail custody.

The Eastern Railway middle-distance runner had won a 4x400m relay gold in the 2006 Doha Asiad and a silver in the same event at the 2006 Melbourne Commonwealth Games. Pinki bagged three gold medals in the 2006 SAF Games in Colombo when the athlete won the 400m, 800m and 4x400m relay events.

China helps shares stabilise but US, Greek woes persist

World shares stabilised on Monday after three straight sessions of losses as firmer Chinese data helped to offset concerns about a possible US fiscal crisis and delays to an instalment of Greek aid.

The data showing Chinese exports picked up sharply in October, signalling the giant economy was gathering strength, gave investors some encouragement. However, this was partly undermined by Japan, which reported its economy had shrunk 0.9 percent in third quarter, and was heading into a mild recession.

The MSCI world equity index was down just 0.04 percent at 322.15 points by 1300 GMT following the three days of losses last week, and US stock index futures pointed to a modestly firmer start on Wall Street.

"Any bit of positive news from China will swing things upward here," said Oliver Purshe, president at Gary Goldberg Financial Services in Suffern, New York. "There's a little bit of pent-up desire to bounce back today."

The S&P 500 futures contract and the Nasdaq 100 futures were up 0.35 percent, while the Dow Jones futures were up 0.3 percent.

However, gains were likely to be limited due to the looming budget crisis in Washington. "Investors remain consumed by US fiscal cliff consequences, and this is capping market enthusiasm," said Tim Waterer, senior trader at CMC Markets.

With the US bond market closed for the Veterans Day holiday and euro zone finance ministers gathering in Brussels to discuss the Greek bailout programme, activity for the remainder of the day was expected to be light.

In Europe the FTSEurofirst 300 Index was flat at 1,096.80 by the midsession, steadying after last week's 1.6 percent drop. London's FTSE 100 <.FTSE>, Paris's CAC-40 and Frankfurt's DAX traded between 0.1 percent up and 0.3 percent higher.

The foreign exchange market was focused on the Eurogroup meeting which will not be authorising another instalment of money for Greece on Monday, but could agree to give Athens two more years to meet the goals needed to release the funds.

Pressure for a deal on Greece is growing because Athens has to redeem 5 billion euros' worth of treasury bills this week and had been counting on cash from the next aid tranche to help cover that.

The euro was virtually flat at USD 1.2715 before the meeting, near a two-month low of USD 1.2690 struck on Friday, with little gain seen coming from Sunday's approval by the Greek parliament of a tough 2013 budget.

"The key issue will be what comes out of the Eurogroup meeting. If the tranche is released, it is positive for risk and we should see a reasonable bounce in the euro, given the pessimism that's been built into the markets about the euro area," said Raghav Subbarao, FX strategist at Barclays.

However, many people in the market had low expectations for what could emerge from the meeting. "I think we've seen too many finance ministers' meetings over the course of the last two or three years to have any great expectations," Peter Dixon, global equities economist at Commerzbank, said.

Any rise in the common currency could be short-lived as data this week is expected to show a slowdown in German economic growth and France slipping into recession.

The uncertainty over the Greek aid talks and the US budget supported German government bonds, with 10-year yields steady at 1.35 percent.

European credit markets were also flat with the iTraxx main index, made up of 125 investment-grade bonds, 0.4 basis points wider at 131 basis points.

Since the US elections, investors have worried that the return of the status quo in Washington will make it difficult for lawmakers to reach the compromises needed to avoid the "fiscal cliff" at the end of the year, when nearly USD 600 billion worth of spending cuts and tax increases begin.

President Barack Obama was due to begin meetings with labour, business and civic leaders to find support for his plans to resolve the crisis this week, before talks with Congressional leaders who return to Washington after the holiday weekend.

The dollar pushed up to near a two-month high against a basket of currencies as the concerns about the budget dispute encouraged investors to move into the safe-haven currency. Speculators favoured the dollar in the latest week for the first time since early September, according to data from the Commodity Futures Trading Commission.

But the yen took its share of the demand and one dollar bought 79.44 yen on Monday, unchanged from Friday when the US currency fell to its weakest in nearly three weeks.

In the oil market worries about the danger of the United States, the world's top oil consumer, tipping into recession as a result of the fiscal cliff and the weak Japanese data were checked by the strong Chinese trade numbers.

Brent crude oil futures rose 5 cents to USD 109.45 by 1230 GMT, after gaining more than 2 percent on Friday. US oil was up 7 cents at USD 86.14 after finishing up more than 1 percent last week to end a three-week slide.

Gold added 0.29 percent to USD 1,736.01, holding near a 3-week high around USD 1,738 on Friday and well above a 2-month low around USD 1,672 hit last week.

Restore SMS interconnection of RCom: TDSAT to Bharti Airtel

Telecom tribunal TDSAT today asked Bharti Airtel to immediately restore the SMS interconnection of Reliance Communications (RCom) on its network. Bharti Airtel had closed its network to incoming text messages from subscribers of Aircel and RCom and said it was forced to do this after the two companies started flooding its network with "free SMS".

Passing an interim order, TDSAT member Pramod Kumar Rastogi directed Bharti Airtel to restore termination of RCom's SMS on its network by today. The TDSAT interim order came over a petition filed by RCom requesting the tribunal to direct Bharti Airtel to restore the interconnection.

The tribunal has listed RCom's petition on November 22 for the next date of hearing. "As per the interim order from TDSAT, interconnection for SMS from RCom will be restored till final hearing on November 22," a Bharti Airtel spokesperson said. Accusing Bharti Airtel of pressure tactics, Aircel said it has filed an appeal in the Supreme Court.

"Bharti Airtel has asked us to sign a bilateral interconnect agreement with them where 10 paise per SMS will be charged to a non-Airtel customer. We are resisting this as the cost to our customers would go up significantly," an Aircel spokesperson said. Aircel filed the appeal on November 10. "We have filed an appeal against the TDSAT order which is pending for interim relief before the Supreme Court," the spokesperson added.

Termination charges are paid by an operator from whose network calls or SMSes originate to the one on whose network these communications end. When contacted, a Bharti Airtel spokesperson said, "We follow a completely non discriminatory policy with all operators on the matter of interconnection for SMS services".

"However, two operators have chosen to adopt a discriminatory practice. They are sending free SMS to our networks which in turn is impacting the quality of service on our network and therefore quality of service to our own customers," the spokesperson added.

Stressing that it is in full compliance with court orders and/or the agreements on SMS termination, Bharti Airtel advised these operators to "follow non discriminatory SMS interconnection practices to ensure uninterrupted and high quality service to their customers."

Mumbai, Nov 5 (PTI) Expressing shock over Maharashtra government's "insensitivity" towards condition of women in shelter homes across the city, the Bombay High Court today appointed a three-member committee to look into allegations of sexual abuse by inmates at the state-run Navjivan Mahila Vastigrah in suburban Mankhurd. The committee will comprise Asha Bajpai of Tata Institute of Social Science, Dr Harish Shetty and Deputy Commissioner of police (Highway Traffic Division) Rashmi Karandikar. The panel has been directed to visit and inspect the condition of the shelter home at Mankhurd and look into allegations levelled by a woman that several men armed with weapons used to enter the home at night and rape as well as assault the women housed there. A division bench of Chief Justice Mohit Shah and Justice N M Jamdar was hearing a petition based on a letter sent by activist Purnima Upadhyay raising concerns about safety of women lodged at the Mankhurd shelter home. The court had last week also issued notice to Maharashtra government after taking up the issue suo moto (on its own) following a newspaper article on the woman who escaped from the protective home along with 22 others. Government pleader D A Nalavade today told the court that the crime branch was probing the allegations of sexual assault levelled by the woman. He submitted an affidavit filed by Ambadas Pote, deputy commissioner of police (Crime) stating that no incident of rape or sexual assault has ever happened at the protective home. The affidavit further said that 12 staff members, 58 inmates, 24 police personnel posted at the home and six NGO members frequently visit and interact with the inmates and none of them have seen any man entering the house with weapons and raping the inmates. The bench was, however, not satisfied with the probe and said the crime branch appeared to have merely inquired into the specific allegation of armed men barging into the home and raping women at knife point. "The video-taped interview of the woman states that some men would visit the home, and on their request the woman care-takers would ask inmates to go out with the men and those who refused were tortured," the court said. Nearly 250 militants active in JK, says police chief

Jammu, Nov 5 (PTI) At least 250 militants are active in Jammu and Kashmir and there is a lot of pressure from the other side of the border to infiltrate more terrorists, Director General of Police Ashok Prasad said today. However, only 100 militancy related incident were witnessed this year in the state so far, as compared to 190 last year, the DGP said. "230-250 militants are active in Jammu and Kashmir -- and total number of militancy related incidents this year is 100," Prasad told reporters here. 2011 has witnessed 190 terrorist related incidents as compared to 368 incidents in 2010 in the state, he said. "This is reflected in the simple fact-- if 100 militants are active this year, roughly 150 militants have done nothing in one year-- rest 100 militants have done one incident each in the year," he said. DGP reviewed the security measures and visited the police headquarters after resuming the work in Jammu following the capital shift. "In terms of active militants and effectiveness, you can make your own assessment but we believe we have managed to contain situation on this side of the border," the DGP said. As far as security situation is concerned, the DGP said "detailed reviews have been done both in Srinagar and Jammu." In Jammu region, there are 25 to 30 militants active, the officer said. On infiltration, the DGP said, "There is a lot of pressure from the other side of the border to cross and come here, but the effectiveness of security agencies has made the task difficult for them. Mumbai, Nov 5 (PTI) Bombay High Court today ticked off Maharashtra Government for not complying with its order to form a multi-member panel to look into recent hike in fares of autorickshaw and taxi saying the state is being held hostage by pressure groups. "We are thoroughly dissatisfied with the government," a division bench of Justices D Y Chandrachud and R G Ketkar observed while hearing a Public Interest Litigation filed by NGO 'Mumbai Grahak Panchayat' challenging the recent hike in fares based on the recommendations of one-man committee formed by the government. The court had on the last hearing said that such an important decision affecting lakhs of commuters can not be taken based on recommendations made by one retired civil servant. The court had directed the government to form another committee comprising several members to look into the fare hike. The bench was miffed today with the fact that no steps have been taken by the government to comply with its order. Coming down heavily on government, the bench said the transport secretary was sitting abroad instead of attending to such a serious issue. The bench summoned Transport Secretary Shailesh Sharma, who returned here from abroad yesterday, to remain present in court tomorrow. "We are concerned. Army HQ dumps complaint by Lt Gen

New Delhi, Nov 5 (PTI) The Army Headquarters has recommended the rejection of a plea filed by a senior Lt Gen to seek elevation as an Army Commander from June 1 which, if accepted, can create a possible succession row in the force. Deputy Chief of Integrated Defence Staff Lt Gen Ravi Dastane had filed a statutory complaint in this regard with the Army Headquarters in August and the file has been forwarded to the Defence Ministry. The Defence Ministry has already decided to send the plea to the Law Ministry for its advice on the matter. The Army Headquarters has already recommended that the plea filed by Lt Gen Dastane should be rejected, Army sources told PTI here. Lt Gen Dastane is also planning to move to the Armed Forces Tribunal (AFT) with two main pleas to seek elevation to the rank of Army Commander from June 1 this year retrospectively when two vacancies were existing, his counsel Maj S S Pandey had said. The posts of Western and Eastern Army Commander had fallen vacant on May 31 after the retirement of Gen VK Singh, who was succeeded by Lt Gen Bikram Singh, and the Western Army Commander Lt Gen Shankar Ranjan Ghosh. Lt Gen Bikram Singh had headed the Eastern Command. The Government had kept the post of Eastern Army Commander vacant for two to three days before Lt Gen Dalbir Singh Suhag was appointed whereas Lt Gen Sanjiv Chachhra was appointed as the Western Army Commander on June 1. The post was not filled as just before retirement, Gen VK Singh had put Lt Gen Suhag under a discipline and vigilance ban for a failed intelligence operation in Assam but it was lifted within 72 hours of Gen Bikram Singh's assuming office. "On June 1, Lt Gen Dastane was also eligible to be elevated as an Army Commander and we will plead before the AFT to give us that appointment," Pandey said. If the plea is accepted, then Lt Gen Dastane may become senior to Lt Gen Suhag who is expected to succeed Gen Bikram Singh in July 2014. PTI AJD VMN

RBI asks banks to migrate to latest version of web protocol

The Reserve Bank today asked the banks to migrate to the latest version of Internet Protocol IPv6 from IPv4, preferably by December 2012. "Since migration to IPv6 is an eventuality that has to be accepted and managed proactively, government wants it to be done in a planned way rather than against time," RBI said in a notification.

Internet Protocol version 6 (IPv6) is the latest Internet Protocol (IP), the primary communications protocol upon which the entire Internet is built. It is intended to replace the older IPv4, which is still employed for the vast majority of Internet traffic as of 2012.

RBI further added that,"they (government) have expressed that the migration of all payment gateways, banks, financial institutions, insurance companies, etc. including their websites should be completed preferably by December 2012." It said banks may take necessary action by forming a special team to complete the migration within the stipulated time.

As per the National Telecom Policy 2012 (NTP-2012), Internet is envisaged as a catalyst for socio-economic development of the country and as an effective medium of various citizen-centric services. "Since the current version of Internet Protocol (IPv4) has almost run out of addresses, the broadband revolution is sure to ride on next generation Internet Protocol (IPv6).

The NTP-2012 recognises the futuristic role of IPv6 and aims to achieve substantial transition to IPv6 in the country, RBI added further.

"If you are asked for passwords, client lists and contact information, this is further evidence the organization is preparing to have someone backfill your position."

4. "Special" Projects: Fred Cooper told CNBC.com that if you're assigned to a short-term project that has little - or nothing - to do with your regular job, then you have good reason to be wary. "When completed, you may not have a job waiting for you," he said. "Even long-term special projects have similar risks associated with being assigned that 'honor'."

5. There's a Computer That Can Do That: Palmer said that any job that can be automated is a dicey proposition for the human being that's currently performing it. "If the type of work that you do can be done by a machine instead of a person, you may need to look for another type of job," she said bluntly. "It's usually just a matter of time before your company decides that a machine can do your job for less money."

Luckily, there are some things you can do that can help you survive a human resources bloodbath. According to Morgan Norman, co-founder and CEO of the WorkSimple social performance application, "requesting real-time feedback, documenting and tracking your goals, sharing your work socially, and building a visual portfolio of your accomplishments are all ways you can prove that you're an asset to the company and not someone who should be handed a pink slip."

Pakistan's army chief warns judges not to undermine military

ISLAMABAD (Reuters) - Pakistan's army chief warned on Monday, in a veiled challenge to the Supreme Court, that any efforts to undermine the military and "draw a wedge" between it and its citizens would not be tolerated.

Chief Supreme Court Judge Iftikhar Chaudhry ruled last month that the military must stop interfering in politics, a rare challenge to Pakistan's powerful generals.

The ruling has stoked tensions between the court and the military, which has ruled Pakistan for more than half of its 65-year history through coups or from behind the scenes.

"Any effort which wittingly or unwittingly draws a wedge between the people and Armed Forces of Pakistan undermines the larger national interest," said General Ashfaq Kayani, in a rare public statement that did not specifically mention the court or its judges.

An army official, who wished not to be named because of the sensitivity of the matter, confirmed that Kayani was responding in part to the Supreme Court judgment.

The October court ruling came in connection with a case dating back to 1996 in which a retired air marshal filed a petition against the army for sponsoring a political alliance.

The Supreme Court has asked the federal government to take necessary steps under the constitution against retired generals named in the case. However, Pakistan's government has little sway over generals in the military, which is one of the biggest in the world.

"While individual mistakes might have been made by all of us in the country, these should be left to the due process of law," Kayani said.

"Let us not pre-judge anyone, be it civilian or a military person, and extend it, unnecessarily, to undermine respective institutions."

The long-running standoff between the judiciary and the U.S.-backed government has fuelled instability in Pakistan, a nuclear-armed country with a fragile economy that has been battered by a Taliban insurgency.

In the late 1980s, Pakistan's military Inter-Services Intelligence agency (ISI) was accused of establishing a political cell that worked with the presidency to distribute money to selected politicians in a bid to get them elected.

Cyclone Nilam aftermath: 24 dead, 68,000 evacuated in AP

Twenty-four people have been killed in rain-related incidents in Andhra Pradesh as heavy rains continued to batter several regions under the influence of 'Cyclone Nilam'. Coastal Andhra Pradesh continued to bear the brunt of nature's fury as villages and towns were inundated by swollen rivulets.

Sources say that 68,000 people have been evacuated from low lying areas to relief camps. Sources further say that due to heavy rain 5 lakh hectares of crop have been destroyed in the state.

The Andhra Pradesh government will request the Centre to depute a team of officials to the state to assess the massive damage caused by heavy rains over the last few days and provide assistance.

Chief Minister N Kiran Kumar Reddy would write to Prime Minister Manmohan Singh in this regard, Revenue Minister N Raghuveera Reddy told reporters in Hyderabad on Monday. He was speaking after a high-level review meeting held by the Chief Minister with ministers and senior officials.

The Chief Minister, state Congress president and Transport Minister Botsa Satyanarayana and ministers for agriculture and civil supplies would undertake an aerial survey and field visits on Tuesday in Krishna, Khammam, Visakhapatnam, East and West Godavari districts to interact with victims and to get first hand information.

Meanwhile, Civil Supplies Minister D Sridhar Babu said an assistance of Rs 1.50 lakh would be given to the kin of the deceased. The Chief Minister would also request the Centre to relax the norms for purchase of cotton affected by rains, he said.

To a query, the Revenue Minister said it was not correct to say that the state government delayed in taking relief measures as the government machinery was put on alert immediately. He, however, regretted that there was no mechanism to predict North-East Monsoon rains. There is a mechanism available with India Meteorological Department to predict South-West monsoon but not North-East Monsoon (winter rains received in parts of south India), he said.

Cyclone 'Nilam' crossed the Tamil Nadu coast last week without causing massive destruction. It gradually weakened into a low pressure area resulting in heavy rains in the coastal Andhra Pradesh. Meanwhile, Andhra Pradesh Home Minister P Sabita Indra Reddy will visit the rain-affected areas in the East Godavari district on Tuesday.

IMG suggests de-allocation of 2 mines allocated to PSUs

The Inter-Ministerial Group (IMG) on coal blocks has recommended de-allocation of two coal mines allocated to PSUs on the ground of companies not developing them, sources said. The IMG today reviewed 10 coal blocks allocated to public sector companies (PSUs), including Chhattisgarh Mineral Development Corporation (CMDC) and Orissa Mining Corporation (OMC), an official told PTI after the meeting.

"Of the 10 coal blocks it reviewed, IMG has recommended de-allocation of two blocks, including one Shankarpur/Bhatgaon II & Extn, alloted to CMDC," a source said. In a few cases, the inter-ministerial panel has also recommended deposit of bank guarantee, he added.

The IMG on October 9 and 10 had examined 33 coal blocks allocated to public sector firms including Andhra Pradesh Power Generation Corporation, NALCO and MMTC which were issued notices for delay in production. The panel has already concluded the scrutiny of 31 coal blocks allotted to 51 private firms and last month the government had accepted its recommendations for de-allocation of 13 mines and deduction of bank guarantees of 14 allottees.

A total of 58 mines were issued show-cause notices for their failure to develop blocks within stipulated timeline. The government had formed the IMG in July to review the progress of coal blocks allocated to companies for captive use. The CAG had estimated that undue benefits to the tune of Rs 1.86 lakh crore might accrue to private firms on account of allocation of 57 mines to them without auction.

Damascus bomb kills at least 11

BEIRUT (Reuters) - A bomb attack in the Damascus district of Mezzeh killed 11 people and wounded dozens more on Monday, including children, Syrian state media and an activist group reported.

The state television report gave no further details. The Syrian Observatory for Human Rights, a UK-based watchdog, said at least 11 people had been killed and 30 wounded by a car bomb in the area known as "Mezzeh 86" - a district that is home to many government loyalists.
