CCI gives approval to proposed JSW Steel-JSW Ispat merger

The Competition Commission of India has approved the proposed merger of JSW Ispat Steel Ltd with JSW Steel Ltd, a deal that would create the country's second largest steel producer.

Giving its approval, the fair trade regulator in an order dated October 25 said the combination is "not likely to have an appreciable adverse effect on competition in India". JSW Steel Ltd is the single largest shareholder of JSW Ispat Steel Ltd, with a shareholding of 46.75 percent, and also has management control.

The CCI observed that the control over activities carried out by JSW Ispat before and after the proposed amalgamation would remain with JSW Steel. "... considering the presence of large integrated as well as non-integrated domestic steel producers, absence of major trade barriers for import of steel products and plans of further capacity expansion by most of the steel producers in India, the proposed combination is not likely to give rise to any adverse competition concern in India," the order said.

The merger, once complete, would create the second largest domestic steel producer with an annual steel production capacity of 14.3 million tonnes. A notice seeking the Commission's approval was submitted by the two companies on September 28. The deal was approved by the respective boards of the entities on September 1. The merger would be based on 1:72 share swap ratio (shareholders of JSW Ispat would get one JSW Steel share for every 72 shares they hold).

JSW Steel had acquired 41-percent stake in debt-ridden Ispat Industries from Pramod and Vinod Mittal, brothers of the steel czar LN Mittal, in December 2010 for about Rs 2,157 crore. Ispat Industries was subsequently named as JSW Ispat. Post-merger, promoters of JSW Steel would have 35.12 per cent stake in the merged entity.

Mumbai, Oct 29 (PTI)A new-look Team Anna today mounted a scathing attack on the UPA government and sought immediate dissolution of Parliament, saying the two pillars of democracy were not acting in the manner enshrined in the Constitution. Heralding formation of a new movement against corruption, Anna Hazare and former Army chief General V K Singh targeted the "unconstitutional " UPA government over decisions like FDI in multi-brand retail. Addressing a joint press conference here this evening, Singh said the government had taken the controversial decision on FDI despite being in minority. "As per the Constitution, India is a welfare state in which a democratically elected government is duty bound to protect and improve the lives of the people. However, the current system has completely ignored the directive principles enshrined in the constitution and has surrendered to market forces," Singh said. "Parliament should be dissolved and fresh elections held," he said, reading from a prepared statement. Hazare endorsed Singh and said they had jointly prepared the statement. The government policies were being framed to benefit private businesses instead of the common man and no one was raising voice against this in Parliament, the retired general said. Elections should be held to allow formation of a new government which works for people, he said, adding "Prime Minister Manmohan Singh has ignored the principle of collective responsibility." On the recent reshuffle in the Union government, Hazare said, "the reshuffle is nothing but misleading the people". Hazare, who announced launching a year-long campaign from January 30 to create awareness among the people for bringing about a change in the system, said he would support candidates with clean image in the next general elections. 36 test positive for dengue in Uttarakhand

Dehradun, Oct 29 (PTI) Thirty six persons have tested positive for dengue in Uttarakhand, prompting authorities to sound an alert in the affected areas today. "One person has tested positive for the virus here while 35 cases have been confirmed in Haridwar district. However, we are trying our best to control further spread of the virus by providing immediate medical assistance to the affected persons," State Health Minister Surendra Singh Negi said. Majority of the patients have been admitted in the Himalayan Hospital, Jollygrant and the CMI hospital in the city. The Chief Medical Officers in the affected districts have been put on the alert and asked to take preventive measures like cleaning up the drains, intensifying fogging and creating awareness among people about the importance of maintaining hygiene, he said. "They have also been asked to send a daily report to me on the measures taken such as the areas visited, the steps taken to prevent further occurrence of the disease and number of people diagnosed with symptoms of dengue," he said. Around 150 suspected cases of dengue had been reported from Haridwar and Roorkee in that district last week out of which 35 have been confirmed as positive. Random House and Penguin merging to take on Amazon

LONDON (Reuters) - Britain's Pearson and Germany's Bertelsmann are to merge their publishing units, Penguin and Random House, to recover ground lost to technology groups Amazon and Apple, the leaders in the ebook revolution.

Education and media publisher Pearson said the newly created joint venture, which will bring under one roof fantasy novelist Terry Pratchett, "Fifty Shades of Grey" author EL James and 2012 Nobel prize winner Mo Yan, would be named Penguin Random House.

Confirmation of a deal came after months of Pearson board discussions and despite an informal approach from Murdoch's News Corp , which was interested in combining Penguin with its own Harper Collins publishing unit, a person familiar with the situation said.

"The consumer publishing industry is going through a period of tumultuous change, propelled by digital technologies and the giant companies that dominate them," Pearson Chief Executive Marjorie Scardino said in an email to staff.

"The book publishing industry today is remarkable for being composed of a few large, and a lot of relatively small companies, and there probably isn't room for them all - they're going to have to get together."

Under the plans, Bertelsmann will own 53 percent of the venture and nominate five directors to the board, while Pearson would own the rest and nominate four. Both must retain their share in the venture for at least three years.

Penguin chairman and CEO John Makinson will be chairman of the new venture, and Random House CEO Markus Dohle will be CEO.

Analysts said they would have preferred a bid from a group such as News Corp, which would have brought cash into the company and enabled Pearson to quit a market that has been hit by the rapid growth of the ebook and the control it has given to major distributors such as Amazon

Pietersen back for England in Tuesday's warmup game

MUMBAI (Reuters) - Kevin Pietersen's England exile following a controversial text-message row will end on Tuesday when he plays against India A in a three-day match.

The flamboyant middle-order batsman was dropped for the third and final test against South Africa at Lord's in August after he admitted sending provocative texts to the opposition.

"Kevin will play tomorrow and bat at number four," England coach Andy Flower told reporters in Mumbai on Monday.

Pietersen had been left out of the touring party but earlier this month he was added to the squad following meetings with Flower, captain Alastair Cook and other senior players and members of the management team.

His return will boost England, who lost their world number one test status to South Africa in August, in their quest to win a test series in India for the first time since 1985.

"I spoke to KP this morning and he is desperate to get going and we are desperate to have him back," said Cook who took over as captain when Andrew Strauss retired after the South Africa series.

"He is here to score runs and pass on the experience of Indian conditions to the younger players in the side."

England, who arrived in India on Monday after a three-day training camp in Dubai, play three warmup matches before the four-test series starts in Ahmedabad on November 15.

India A have not included a frontline spinner, denying England practice against the slow bowlers who are likely to have a big say in deciding the test series.

"We're not in charge of who they pick or what they pick," said opening batsman Cook.

"We're in charge of what we do and we'll have to get the best out of that game and we'll get the best out of these next two weeks so we're ready."

Suresh Raina, who skippers India A, will battle it out with fellow left-hander Yuvraj Singh for the number six spot in the test team's batting order.

Yuvraj has made a fairytale comeback to the Twenty20 side following cancer treatment and is now hoping to play his way back into the test reckoning as well.

"He is my role model. I would love to see him back in whites," Raina said.

"I want that (number six) spot too but I'd rather not dwell on who it will go to. It's up to the selectors who they want to pick."

"I was there in England last year and I feel the pain of losing that series 4-0," added Raina. "I want to give some of that pain back."

Shares fall as growth fears mount, Wall St closes

LONDON (Reuters) - World shares and commodities fell on Monday as a recent run of downbeat corporate reports cast a shadow over the economic growth outlook and markets awaited the impact of a huge U.S. hurricane.

All U.S. stock markets were shut in the first weather-related closure for 27 years, and they may close again on Tuesday as forecasters say the storm could be the largest to hit the mainland in American history.

U.S. stock index futures, which traded as usual, were down around 0.3 to 0.6 percent in line with falls seen across major European markets as renewed uncertainty over Spain and Greece put the euro and peripheral bond markets under pressure.

The broader MSCI world equity index lost 0.25 percent to 327.85 points - on track for its worst monthly performance since May as doubts grow over the effect of the latest round of central bank efforts to boost activity.

Positive surprises, including third quarter U.S. and British growth data and signs of stabilisation in China, have failed to persuade investors that the world economy can achieve lasting growth as major global companies have forecast weak revenues.

"Risk aversion is rising in all markets, and investors are increasingly focusing on slow global economic growth," said Eugen Weinberg, head of commodities research at Germany's Commerzbank in Frankfurt.

The FTSE Eurofirst 300 index of top European shares fell 0.4 percent to 1,092.75 points and the euro zone's blue-chip Euro STOXX 50 index was down 0.8 percent to 2,475.29 points.

EURO ZONE PROBLEMS

In Europe, the common currency slipped against the dollar on rising uncertainty over whether Greece would agree to a deal on austerity and with no sign of when Spain might request aid.

Spain's problems appear to be worsening after retail sales in September were reported to be falling at their fastest pace in at least six years following a rise in sales tax.

In Greece, international lenders are refusing to make any further concessions to the government over new labour laws, stalling a deal to release desperately needed funds from the nation's bailout deal.

"Greece has come back to the radar and along with Spain, it poses a slight negative for the euro," said Jeremy Stretch, head of currency strategy at CIBC World Markets.

The euro was down 0.25 percent at $1.2902, close to Friday's two-week low of $1.2882, with volumes expected to taper off as traders in New York stay at home.

Italian political risks were also rising again after former premier Silvio Berlusconi threatened to bring down the government of Mario Monti.

"Berlusconi's rant perhaps highlights the less than stable nature of Italian politics and reinjects some degree of political risk into (Italian government bonds)," said Richard McGuire, rate strategist at Rabobank.

Italian 10-year government debt yields were up 9 basis points at 5.0 percent, with the bonds underperforming even their Spanish counterparts, where yields were 4.5 basis points higher at 5.66 percent.

German government bonds also hit two-week highs, sending 10-year yields down 5 basis points to 1.48 percent, as the weakness on equity markets added to the demand for less risky assets.

"We've got very reduced liquidity, with the U.S. deemed to be shut for the rest of the day so people are biding their time," one fixed income trader noted.

DOLLAR FIRM

The dollar steadied at 79.65 yen, off a four-month high of 80.38 touched on Friday, before a Bank of Japan monetary policy decision on Tuesday. Markets expect the BOJ to take further easing measures.

If the BOJ does ease, it will be the first time the central bank has acted for two consecutive months since 2003.

In oil markets, all eyes were on Hurricane Sandy, which has forced the closure of several big refineries along the east coast of the United States.

"With refineries cutting runs, we're likely to see a build-up in crude stocks which could be driving bearish prices at the moment," said Michael Creed, an economist at National Australia Bank in Melbourne.

Brent crude oil initially fell $1.04 to $108.51 a barrel on the possible impact of the hurricane, before recovering to be slightly firmer at around $109.93. U.S. crude was down 35 cents at $85.93.

Oil analysts say Sandy is likely to depress U.S. oil consumption as commuting and road transport fall and flights to and from East Coast airports are cancelled.

Commodities were also under pressure from speculation that rising evidence of weak corporate earnings around the world mean demand would slow. London copper fell 1.5 percent to $7,705 a tonne.

Rs 342 cr service tax notice slapped on SKS Microfinance

SKS Microfinance today said it has received a showcause notice from authorities demanding Rs 342 crore service tax.

"The company has received show-cause notice from service tax authorities on October 23 to explain as to why the assignment of portfolio loans should not be classified under recovery service agent and the related income from the asset assignment transaction should not be subjected to service tax," SKS Microfinance said in a statement.

"The SCN (showcause notice) relates to the period FY 2007-08 to FY 2011-12 and indicates an amount of Rs 3,424.94 lakh as service tax on the income on asset assignment during the said period," it added. The authorities gave 30 days time to the company to respond, the micro lender said.

"The company will explain its stand to the authorities. Based on the merits of the case, the management including its tax advisers said that its position is likely to be upheld in the appellate process," it said.

Accordingly, the company did not made any provisioning in the financials of July-September period of the current fiscal. Meanwhile, the company today said that it has suffered Rs 262 crore net loss for the quarter ended September 30, 2012, on a standalone basis. It had incurred a loss of Rs Rs 385 crore in the same quarter last fiscal.

The company's standalone total income from operations stood at Rs 78 crore against Rs 122 crore in the corresponding period last fiscal. The company made Rs 234 crore towards provisioning and write-offs during the quarter, SKS said in a statement. The company's Andhra Pradesh portfolio was reduced to nil from a high of Rs 1,491 crore at the start of Andhra Pradesh microfinance crisis in October 2010. With this last and final provisioning for Andhra Pradesh exposure, SKS Microfinance Ltd looks beyond the Andhra Pradesh
microfinance crisis, the company said in the statement.

The company has cash and bank balances of Rs 358 crore as on September 30, 2012. In addition, the unavailed deferred tax benefit stands at Rs 557 crore and will be available to offset tax on future taxable income, the statement added.

"Skyfall" breaks Bond's UK box office record

LONDON (Reuters) - "Skyfall" set the record for the biggest UK weekend box office takings of any James Bond film, its producers said on Monday.

The 23rd official cinematic adventure of the suave, but brutal 007, earned 20.1 million pounds after opening last Friday at 587 cinemas across the United Kingdom and Ireland.

"We are absolutely overwhelmed with the reaction to Skyfall this weekend," producers Michael G. Wilson and Barbara Broccoli said in a statement. "It is particularly thrilling as the UK is home to James Bond and it being the 50th anniversary year."

The film, which had its royal world premiere in London last week and opens in the United States on Nov 9, brings together Daniel Craig on his third outing on Her Majesty's secret service with British director Sam Mendes making his franchise debut.

The plot also puts veteran actress Judi Dench, 77, at the heart of the action as Bond's boss M, and introduces Spanish Oscar-winner Javier Bardem as a flamboyant villain complete with dyed blond hair.

Marking 50 years after the first Bond film "Dr. No" premiered in London in 1962, Skyfall has been hailed by the critics as a triumphant return to form after 2008's tepidly received "Quantum of Solace."

Messi in line for fourth successive Player of Year award

ZURICH (Reuters) - Argentina and Barcelona forward Lionel Messi is in line to become the first man to win the World Player of the Year award for the fourth time in a row after the shortlist for FIFA's Ballon d'Or was published on Monday.

The 25-year-old, who took his career tally for club and country to 301 goals on Saturday, was among the 23 players named in the list which includes Real Madrid and Portuguese forward Cristiano Ronaldo, runner-up to Messi in last year's vote.

Andres Iniesta of Barcelona, named the Player of the Tournament after Spain retained their title at Euro 2012 is also included as is Radamel Falcao, who has been in brilliant scoring form all year for Colombia and Atletico Madrid, helping his club win the Europa League last season.

Barca coach Tito Vilanova showered praise on Messi at a news conference on Monday.

"I don't think we'll see a player like him again. Not only for the goals he scores but for the ability he has to read the game," he said before hailing Iniesta.

"He is the clear example of a player trained at the Masia (Barcelona youth academy) who reaches the top. He is another one of those players of a quality that Barca will find it tough to produce again."

Ten men are also named on the shortlist for Coach of the Year Award including Vicente del Bosque, who led Spain to the Euro 2012 title in Ukraine and Poland in July.

Roberto Di Matteo, who took over at Chelsea two months before they won the Champions League in May, is also on the list but there is no place for Frenchman Herve Renard who led Zambia to an unlikely victory in the African Nations Cup in February.

The shortlists will be whittled down to a final selection of three at the end of November with the winners announced at a globally televised gala ceremony in Zurich on January7 next year.

CoI verdict against Indian peacekeepers expected soon

New Delhi, Oct 22 (PTI) The Army is in the "final stages" of completing a court of inquiry against some of its personnel facing allegations of sexually exploiting women in Congo during deployment under a UN mission and the verdict is likely to be pronounced very soon. The UN had communicated to the Indian government the allegations against the personnel of 6 Sikh battalion during their deployment in 2007-08 after which a CoI was ordered in May 2011 under a Brigadier to probe the charges. The CoI is in the final stages of being completed and very soon it would be pronouncing its verdict, Army sources said here. The CoI was being held in Meerut Cantonment under the Brigadier and also has two Colonel-rank officers as its members, they said. The UN mission to Congo, which was established in late 1999, is one of the largest UN peacekeeping missions in the world and India had a brigade-size contribution (nearly 4,000 troops) to the multi-national force serving there at that time. In 2010 also, an inquiry was launched against a Major who was allegedly found in the company of sex workers in a hotel in Congo. In March 2008, three Indian peace-keepers to UN Mission in Congo were detained by Pretoria police in South Africa after a woman complained that they had raped her. The UN indictment of Indian troops in that episode of sexual abuse had surfaced in a probe report, which had revealed "prima-facie evidence" against a number of Indian peace-keepers previously assigned to one of the units with the UN Mission in Congo. Visakhapatnam, Oct 22 (PTI) A 21-year-old pregnant woman from East Godavari district died of swine flu this morning at the Government Chest and Communicable Diseases Hospital here. Swine Flu District Coordinator, Visakhapatnam, L B S H Devi told PTI that the woman was admitted to Kakinada Government Hospital on October 17, and was transferred here when her condition worsened two days ago. BBC crisis deepens as UK's Cameron demands answers

LONDON (Reuters) - Pressure on the BBC to address allegations its bosses covered up sexual abuse claims levelled at one of its former TV stars mounted on Monday after British Prime Minister David Cameron said the broadcaster had serious questions to answer.

The premier's intervention came as the editor of the internationally renowned media organisation's flagship "Newsnight" show stepped aside after admitting he had given an "inaccurate" account of why the BBC had axed its own expose of the alleged abuse of underage girls by the late Jimmy Savile.

"These are serious questions. They need to be answered," Cameron said of the cover-up allegations.

The scandal has engulfed the BBC at a time when it remains under pressure from its critics - which include much of the conservative media - who have queried whether it should still be funded via an annual licence fee paid by the public.

Critics, most notably media magnate Rupert Murdoch's son James, have said the licence fee gives the BBC an unfair edge over private competitors. The BBC is already cutting its workforce and output after Cameron's government imposed deep spending cuts and any loss of public trust could prove an issue in future discussions over funding and the licence fee.

While Savile, who died last year, was little known beyond Britain, the eccentric, cigar-chomping one-time DJ was one of the most recognised TV personalities on British television in the 1970s and 80s, hosting prime-time children's and pop shows.

But Savile, who was knighted by Queen Elizabeth for his charity work and was famous for his garish outfits and long blonde hair, is now accused of raping and abusing girls as young as 12, some on BBC premises at the height of his fame.

Critics argue that the BBC covered up his alleged crimes which police say took place over six decades and were on an "unprecedented scale".

"The developments today are concerning because the BBC has effectively changed its story about why it dropped the Newsnight programme about Jimmy Savile," said Cameron when asked about the issue following a speech in London.

Veteran BBC foreign correspondent John Simpson said the organisation's handling of the case was the worst crisis to hit the corporation in his almost 50-year career.

"I don't think the BBC has handled it terribly well," he told the "Panorama" programme in clips released by the BBC.

"All we have as an organisation is the trust of people, the people that watch us and listen to us and if we don't have that, if we start to lose that, that's very dangerous."

The imbroglio has piled pressure on new BBC chief George Entwistle to explain what happened.

Entwistle only replaced Mark Thompson, the incoming New York Times Co's chief executive, as BBC Director General in August. He will appear before lawmakers on Tuesday amid a growing media clamour for answers.

"INACCURATE OR INCOMPLETE"

The claims about Savile were first aired on rival channel ITV at the end of September but the BBC faced embarrassment when it later emerged that its own programme - "Newsnight" - had carried out an investigation into Savile last year but had never broadcast its findings.

Newsnight editor Peter Rippon, who stood aside on Monday, wrote in his blog that the decision to drop the programme was made for editorial reasons, and that the investigation had only focused on possible institutional failings by police and prosecutors.

But those reasons have been publicly disputed by the show's journalists and Rippon stood down to allow an independent inquiry to try to establish the truth.

The BBC conceded Rippon's explanation was flawed. "The explanation by the editor in his blog of his decision to drop the programme's investigation is inaccurate or incomplete in some respects," it said in a statement.

The inaccuracies referred to have fuelled suspicions that BBC chiefs pulled the Newsnight probe because they did not want it to clash with planned programmes over Christmas commemorating Savile's life as a TV celebrity and charity fundraiser.

Another BBC documentary show "Panorama", due to air in Britain on Monday night, is expected to give details of how much information the Newsnight team had on Savile at the time their investigation was shelved.

Meirion Jones, the producer behind the Newsnight story, told Panorama he had warned his editor that the BBC was at risk of being accused of a cover-up if it did not run the story.

"We weren't asked to find more evidence, or anything like that, we weren't asked to get more people on camera, we were told to stop working on the story," he said in clips broadcast by the BBC.

The BBC has launched two independent reviews of the allegations, one looking into Savile's actions and another to investigate why the Newsnight report was dropped.

It has not commented officially on the case, saying it would be inappropriate to say anything until the reviews have been concluded.

"I'm afraid I can't make any comment on Panorama because I haven't seen it yet," BBC boss Entwistle told reporters when he left his home for work. "I will of course be taking questions at (parliament's) culture select committee tomorrow."

Media consultant Steve Hewlett, a former "Panorama" editor himself, said he did not believe there had been a great conspiracy but said the BBC had got itself in a mess.

"What the BBC have said about it is partial to the point of being misleading which has the effect of fuelling concern about what really went on," he told Reuters.

"They are now dealing with the way they've handled it and what they've said about it, rather than the fundamentals of what happened." (Editing by Andrew Osborn)

Woman jumps to death with minor daughter

Mumbai, Oct 22 (PTI) A woman allegedly jumped to death with her two-year-old daughter from an under-construction building in suburban Kandivali today, police said. Deceased Kritika Patel (28), who plunged from the eighteenth floor of the 23-storeyed under-construction residential building this afternoon along with her daughter Jaini, left a suicide note, in which she held nobody responsible for her death. Bodies of both the victims were found in a pool of blood on the fifth floor of Roopnagar building, police said adding that till the fifth floor, the building has parking facility and beyond that, it has flats. According to police, Kritika's family owns a flat on the 18th floor of the building. She stayed in Shankar Lane area in the nearby locality and her husband Kaushal works as a construction contractor. The victim had visited the flat at about 2 PM, after taking her daughter from the play school, police said. A suicide note, written in Gujarati by her, was found on the 18th floor and it says, "I am fed up of my life. I could not keep anybody happy. DHFL Q2 Net rises 19.4pc to Rs 86 cr

Mumbai, Oct 22 (PTI) Housing finance firm Dewan Housing Finance Corporation (DHFL) today posted a 19.42 per cent rise in net profit at Rs 85.85 crore for the second quarter ended September 30, 2012. The net profit stood at Rs 71.89 crore in the same period of previous fiscal. Total income rose 38.86 per cent to Rs 817.87 crore in the July-September period compared to Rs 588.98 crore in the same period last fiscal. "We have been growing at over 40 per cent CAGR for over last 17 quarters consistently... This growth is largely because of our continuous focus on the affordable housing segment in tier-II and III markets," DHFL Chairman and Managing Director Kapil Wadhawan said. According to the company, loan disbursement and sanctions stood at Rs 2,446.75 crore and Rs 3,270.27 crore, respectively during the September quarter. For first half of FY13, net profit jumped 18.89 per cent to Rs 163.68 crore compared to Rs 137.67 crore in the same period last fiscal. Total income in the first half of the year grew 43.26 per cent to Rs 1,556.77 crore and net interest margin stood at 2.84 per cent. On NPAs, DHFL said it did not have net NPAs by the end of September quarter but had a gross NPA of 0.69 per cent compared to 0.97 per cent in the same period last fiscal. Reduction in power tariff cosmetic: Kejriwal

New Delhi, Oct 22 (PTI) Arvind Kejriwal today described the reduction in power tariff in the capital as "very marginal" and "cosmetic" and said his protest on the issue will continue. He said government was forced to decrease the tariff due to agitation by people. "Because of people's struggle, the government has reduced the rates. We congratulate the people of Delhi. But it is a very marginal reduction, more of cosmetic. Struggle would continue," he said. He said the previous rise in tariff will continue if one consumes more than 400 units of electricity. Tour will recover from Armstrong affair - director

LONDON (Reuters) - The Tour de France will recover from the Lance Armstrong affair, director Christian Prudhomme said as he reiterated his wish that the American's seven titles are not re-awarded when the International Cycling Union (UCI) meets on Friday.

The (UCI) banned the retired rider for life and stripped him of his 1999-2005 victories on Monday after ratifying the United States Anti-Doping Agency's report which both organisations said exposed Armstrong as a serial doper.

"The Tour de France will recover," Prudhomme told a news conference.

"I remind you that the organisers do not chose which riders participate or do not."

Prudhomme also reckoned the UCI has more work to do.

"The UCI has to draw all the conclusions from this case. It has to sanction Armstrong's circle too," he said.

"Above all, this is the story of a great talent - he was world champion at the age of 21 - who erred. Armstrong's aura is so huge that it goes well beyond cycling."

UCI president Pat McQuaid told Reuters that the management committee of cycling governing body's would make its decision regarding Armstrong's Tour titles on Friday.

"We're going to decide on Friday. We're going to announce that on Friday," McQuaid said, stressing that the decision was up to the UCI, not the Tour de France organisers.

Prudhomme agreed that the decision was up to the UCI but given the widespread nature of doping throughout the peloton in the Armstrong years, he hopes no new Tour winners are named.

"There will be no winner. We want a blank list. But the final decision is up to the UCI," he said.

"As for the money, UCI rules are very clear - when a rider is stripped of the results which earned him the prize money, he has to reimburse."

Finnish PM unhurt after knife attack thwarted

HELSINKI (Reuters) - Finnish Prime Minister Jyrki Katainen was unhurt after a man tried to attack him with a knife on Monday, his aides said.

Katainen was campaigning in Turku, western Finland, when a man came up to him brandishing a knife, according to the daily Helsingin Sanomat's online edition.

Katainen's security guards stopped the man, and he was taken away by police in handcuffs, the paper said.

The man's motive was unknown, and the report only described him as a man with long hair.

Katainen, head of the National Coalition Party, later resumed greeting voters ahead of Sunday's municipal elections, aides said.

An opinion poll published by the Ilta-Sanomat newspaper last Friday indicated Katainen's party would win the biggest share of votes, with the Social Democrats a close second. The anti-euro Finns Party is seen finishing fourth in percentage terms, behind the agrarian Centre Party.

Man Utd team up with Azeri telecoms company

LONDON (Reuters) - English Premier League soccer club Manchester United have signed their first sponsorship deal in a former Soviet country, teaming up with Bakcell, a telecoms company in Azerbaijan.

The three-year agreement announced on Monday is one of a number of local sponsorship deals done by United, English champions a record 19 times, who enjoy a large following around the globe.

The club's international commercial expansion is a model that rivals are keen to emulate.

Bakcell will broadcast the club's MUTV channel in Azerbaijan, while its mobile subscribers will also be offered club news and video highlights.

"This new agreement is another first for Manchester United, with it being the only partnership the club has in the country," its commercial director Richard Arnold said.

United have 659 million followers around the globe, according to the results of a survey commissioned by the club earlier this year.

Around 1.68 million of them were in Azerbaijan, a country of more than 9 million people which is wedged between Russia and Iran on the Caspian Sea.

New computer spying program linked to Flame authors

SAN FRANCISCO (Reuters) - The security company that has discovered some of the most sophisticated spying software unearthed to date says it found a related program, dubbed "miniFlame," which can carry out more precise attacks on targets in the Middle East.

While the original Flame virus swept in data from perhaps 5,000 computers, largely in Iran and Sudan, the new miniFlame struck only about 50 "high-value" machines, according to Kaspersky Lab research published on Monday. Ira n had previously blamed Flame for causing data loss on computers in the country's main oil export terminal and Oil Ministry.

"Flame acts as a long sword for broad swipes while miniFlame acts as a scalpel for a focused surgical dissection," Roel Schouwenberg, a senior researcher at Moscow-based Kaspersky Lab, told Reuters.

Kaspersky theorized that miniFlame was distributed mainly by Flame and another recently discovered spyware program, Gauss, which was most prevalent in Lebanon and may have been aimed at tracking financial transactions.

Not much is known about miniFlame's victims, except that they were more geographically dispersed than those of Flame and Gauss. Infections were found in Lebanon and Iran most of all but also in the Palestinian Territories, Iran, Kuwait, and Qatar, according to Kaspersky.

Kaspersky and U.S. security software company Symantec Corp have said that some of the code in Flame also appeared in an early version of Stuxnet. Found in 2010 and aimed at Iran's nuclear enrichment program, Stuxnet is sometimes described as the first true cyber-weapon. Cybe r experts widely believe Stuxn et is an American project.

Kaspersky and Symantec said in a joint research paper last month that Flame's control software remotely directed a number of smaller programs, and that the effects of only one of those programs was clear.

Symantec said at the time the overall project "fits the profile of military and intelligence operations," in part because encryption kept some operatives in the dark about what data they were taking from infected machines.

The many technological innovations in Flame included its hijacking of Microsoft Corp's Windows Update feature, which is critical for keeping the operating system current as new security problems come to light.

The new discovery concerns one of the smaller programs controlled by the Flame command software, referred to in the original code as SPE.

According to the Kaspersky analysis, it includes a "back door" allowing for remote control, data theft and the ability to take screen shots - or images of the computer screen - as the user engages with Microsoft Office, Adobe Systems Inc's

Children hospitalised after being punished by teacher

New Delhi, Oct 15 (PTI) A Delhi Police constable was crushed to death by a DTC bus in south Delhi this morning, police said. Ratan Pal was deputed at south Delhi's Lajpat Nagar traffic circle. On July 22, 2008, some BJP MPs had waved wads of currency notes on the floor of Lok Sabha during the trust vote faced by the UPA-I government, claiming they were given the cash to vote in favour of the Manmohan Singh government. Order on complaint against Kejriwal, Ramdev amp; Bhushan on Nov 8

New Delhi, Oct 15 (PTI) A Delhi court today reserved its order on complaint against Arvind Kejriwal, Yoga Guru Baba Ramdev and noted lawyer Prashant Bhushan for their alleged remarks against Parliamentarians and supporting plebiscite in Jammu and Kashmir respectively. Metropolitan Magistrate Purshottam Pathak reserved his order for November 8 on three different complaints, all seeking directions to the police to register FIR against Kejriwal, Ramdev and Bhushan. The complaint had been filed by Vibhor Anand, a law student. In his complaint against Kejriwal, Anand has sought direction to the police to register an FIR for sedition saying he had triggered a political storm by stating in a rally at Ghaziabad early this year that Parliament was filled with "murderers, rapists and dacoits". Anand had also sought registration of FIR against Bhushan on charges of sedition for his alleged remarks supporting plebiscite in Jammu and Kashmir and for withdrawal of the Army from the valley. He had also made a similar complaint against Ramdev saying he had made derogatory allegations against parliamentarians who "are running the system of the country" and had attacked MPs calling them "dacoits and murderers", which amounts to sedition. Addressing media, while launching his month-long yatra in Durg, Chhattisgarh, Ramdev had said "there are good people among the parliamentarians and he respected them. Naveen shown black flags in Baripada

Baripada (Odisha), Oct 15 (PTI) Black flags greeted Odisha Chief Minister Naveen Patnaik as he came here to inaugurate certain projects and lay foundation stones for some others in this tribal dominated district. Jharkhand Mukti Morcha (JMM) workers took out a procession at the district headquarters town of Baripada prior to his visit demanding a medical college in Mayurbhanj district. He was shown black flag by JMM activists raising slogan 'Naveen Patnaik Go Back' in several areas of the town and its adjacent areas wherever the chief minister went to either inaugurate or laying foundation stone of any project. At one point Patnaik was seen asking the officials around him "what is happening". Two JMM workers were beaten up by ruling BJD supporters, but police rescued them soon. BJD workers shouted 'Police Hai Hai' as they were rescued by the cop. Black flags were also shown to the chief minister by supporters of Youth Congress, BJP and Bajrang Sena in different areas of the town. Govt to take step to check rhino poaching

Guwahati, Oct 15 (PTI) Under fire for the recent killing of rhinos in Assam, Chief Minister Tarun Gogoi today said the state and Centre are formulating a comprehensive plan to stop such incidents and save the species. "We are looking at measures to stop poaching and also reduce deaths of rhinos due to flood. A policy is being worked upon," Gogoi told reporters here. He said besides involving locals living in the vicinity of Kaziranga National Park, Manas National Park and Pobitora Wildlife Sanctuary, the government is also working on steps like floodlighting and fencing sensitive areas. "Recently union Environment Minister Jayanthi Natarajan was here and she assured all help from Centre, including boats and aircraft. The guards in the reserve areas are also being provided with sophisticated weapons," he said. On the issue of flood, Gogoi said over 40 lakh people were affected and 151 lost their lives during the three waves which hit the state this year. Over ten lakh people took shelter in camps after being displaced by floods. "However, as of today the situation has improved and only 1,920 person are still living in camps, five of which are still operating," he said. The Chief Minister said steps like help for farmers to have a good rabi crop are being taken to make up the loss in agriculture. Autorickshaws, taxis strike tomorrow

New Delhi, Oct 15 (PTI) Commuters may face difficulty omorrow as a number of auto rickshaw and taxi operators' unions will go on a strike demanding hike in fares, not heeding to an assurance by Delhi government today that a decision on the issue will be taken within 15 days. The auto unions have also been protesting government's directive to install global positioning systems in their vehicles due to "high cost" of the equipment. In view of the strike, Delhi government asked Delhi Transport Corporation to deploy as many buses as possible on the road tomorrow. Representatives of various auto-rickshaw unions today held a meeting with Transport Minister Ramakant Goswami, following which a number of unions decided not to participate in the strike while some others refused to reconsider the decision. "I have told the unions that government will take a decision on the issue of fare within 15 days. However, I told them that there can be no review of decision on installation of GPS on auto-rickshaw," Goswami said. On installation of GPS, the auto unions told the Minister that they will not be able to install the GPS device selected by the Delhi Integrated Multi-Modal Transit System Ltd which would cost Rs 13,500 each. Nifty ends in green: Udayan

Udayan Mukherjee, managing editor, CNBC-TV18, says that it was expected to be a range-bound session of trade. The Nifty moved in a 30 point band in the entire session.

Stocks like Hindalco , Bharti, Cipla , Ranbaxy and Dr Reddy's did well. Infosys continues to slide lower. Maruti and L&T did not have very special session.

The breadth was split right down the middle. So, nothing in the midcaps either today, same number of advancing and declining stocks. Some names stood out on the wining side, like Network 18 , Balrampur Chini , Syndicate Bank and some real estate names like HDIL , Unitech and DB Realty did quite well.

Dish TV had an off day. United Spirits was not very strong and PFC and REC also looked slightly subdued. All in all a forgettable session of trade despite the inflation number which came in the middle of the session which was on the higher side, stock markets finally bounced back from early losses and managed to close absolutely flat, though bond yields edged up a little higher a couple of basis points after the inflation numbers came in.
