Uttam Galva sets floor price for QIP at Rs 76.48 per share

Uttam Galva Steels today said it has set a floor price of Rs 76.48 per share for raising funds up to Rs 175 crore through qualified institutional placement (QIP) route.

"The SEBI floor price in respect of the aforesaid QIP, based on the pricing formula ... is Rs 76.48 per equity share and, the 'Relevant Date' for this purpose ... March 25, 2013," the company said.

The company at its extraordinary general meeting held on March 23 has decided to raise funds up to Rs 175 crore through issue of securities.

Uttam Galva Steels, which has 10 lakh tonne (LT) cold rolling capacity at its Khopoli plant in Maharashtra, plans to use the fund for financing several "identified" opportunities for growth.

It also has 7.5 LT galvanised steel making capacity. More than half of its revenue, Rs 5,171 crore last fiscal, comes from overseas.

The fund could also be used for meeting other general corporate business purposes allied to the business from time to time.

The company's shares settled at Rs 80.20, up 2.69 percent over the previous closing in the BSE.

US dance workouts come with ethnic twist, martial arts kick

Group fitness classes are taking an ethnic turn, experts say, celebrating diversity by reaching across cultures for inspiration and combining diverse disciplines to keep workouts fresh and exercisers inspired.

First there was Zumba, the Latin-based dance craze, then Capoeira, a Brazilian blend of martial arts and dance said to have originated with slaves in the 16th century .

Tabura, a high-energy class that pairs West African dance moves with military-style punching, jabbing and kickboxing drills, is one of the newer hybrids.

"I'm excited to see fitness embrace our American cultural diversity and bring benefits of Latin dance like Zumba or African dance like Tabura with martial arts from Asia into the mainstream," said Shirley Archer, an American Council on Exercise spokesperson.

Dance fitness classes provide a aerobic workout that can improve heart health, burn calories and fat and improve mood and endurance, according to Archer, a fitness and wellness expert based in Singer Island, Florida.

Reign Hudson, a fitness instructor at Crunch in New York City, said she created Tabura, which means drill and endurance in Swahili, by fusing her two passions.

"I'd taught West African dance, and then I got certified in tae bo," she said, referring to the blend of aerobics and martial arts exercises developed by American Billy Blanks.

"Those were my two favourite classes so I decided to bring them together."

The class, which is fired by live conga and junjun drums or African house music, provides a cardio workout and toning. It also includes stretching, intervals of dance and drills, leg work and running in place.

West African dance is about storytelling, Hudson explained, and different dances have different names and action. A dance called Cuckoo is performed to celebrate a wedding or birthday.

Archer explained that integrating kicks and knee lifts can increase the toning effects for the muscles of the lower body, while punches and blocks tone the upper body.

"One-legged moves improve balance and combination moves improve coordination, rhythm and timing," said Archer, who has trained in shotokan karate (Japanese style) and tae kwon do (Korean style).

Another benefit of martial arts moves is that the training is very balanced, requiring equal repetitions on both sides of the body, she added.

Neal Pire, a strength and conditioning specialist with the American College of Sports Medicine, said Tabura shares the high-energy aerobic exercise of other dance fitness classes, like Zumba and Capoeira.

"It reminded me a lot of those old simple aerobic classes: you're on your feet, it's total body, there's kicking. African drums add a little oomph, a little fire," he said. "It's a style. It works for you if it gets you up off your butt and moving."

Archer said the beauty of dance fitness classes is that they're so much fun that people forget they're working out.

"And you can make friends. Research findings show that the single most important factor to sticking with any exercise programme is social support," she said.

What spring? Snow snarls traffic, flights on US East Coast

The first Monday of spring brought snow instead of sunshine along the US East Coast, snarling the morning commute in the densely populated stretch between Washington and New York.

A storm that had dropped significant amounts of snow across the Midwest over the weekend rolled across Ohio, Pennsylvania, Virginia and New Jersey, bringing a slushy mix of snow and rain that prompted school closings and contributed to traffic accidents around the region.

The National Weather Service had winter storm warnings in effect from Massachusetts to South Carolina, with as much as 10 inches (25 cm) recorded in mountainous parts of West Virginia and up to a foot (30 cm) expected in Pittsburgh.

"Right now the eastern suburbs of (Washington) D.C. are still seeing moderate it snow and it's extending up through Baltimore and into northeastern Maryland," said Heather Sheffield, a meteorologist with the National Weather Service in Sterling, Virginia. She said the storm was moving north and snow showers were expected through the day.

Some 448 flights in the United States had been canceled, mostly in the New York City area, according to FlightAware.com.

Winter's stubborn persistence on the fifth day after the official start of spring has started to take a toll on some parts of the country. Last week, an Ohio prosecutor said he would like to charge Punxsutawney Phil, the prognosticating groundhog who in February called for an early spring, with fraud.

SAT to hear final Sebi Sahara attachment orders on Tuesday

The Securities Appellate Tribunal will hold its final hearing tomorrow on Sahara group chief Subrata Roy's plea against Sebi's attachment order of his bank accounts and other assets, along with those of two group firms and their top executives.

Roy has approached the SAT against the attachment orders issued by Sebi last month. The Tribunal, in its last hearing in Mumbai on Saturday, had decided to continue to hear the matter here in the National Capital on March 26.

The matter relates to a Supreme Court direction ordering refund of more than Rs 24,000 crore of investors' money raised by two Sahara group firms-  Sahara India Real Estate Corp Ltd and Sahara Housing Investment Corp Ltd -- through issue of bonds, wherein Sebi has been asked to facilitate the refund.

After expiry of the court-set deadline for the refund, Sebi in February issued attachment orders against the two firms and their top executives, including Subrata Roy.

Roy's appeal against Sebi order was today listed by SAT for 'Final Hearing' tomorrow, while Sahara India Real Estate Corp Ltd and Sahara Housing Investment Corp Ltd would also be part of the proceedings "For Orders" in the case.

During the day-long hearing before SAT on Saturday, Sahara counsel questioned Sebi's action of attaching Roy's property, saying that neither he was issued a show-cause notice and nor did Sebi follow procedure of securing an enabling order from a judicial magistrate.

Ganesh also argued that the Sebi Act did not invest the market regulator with the powers of seizure and attachment, while claiming that Roy was not even a director of the two concerned companies.

Countering Sahara's claims, Sebi counsel sought dismissal of the plea by SAT and said that the Supreme Court order in the case was self-explanatory and executive in nature, while Saharas had been given many occasions to present their case.

After hearing the two sides, SAT in its last hearing observed that prima facie it looked like Sahara was seeking it to interpret the operative side of a Supreme Court order dated February 8 and the best place for them to do so is the apex
court itself.

In the meantime, Sebi has also approached the Supreme Court seeking orders for detention of Subrata Roy and this plea has been posted for hearing in the first week of April.

Winter Games organisers store snow, just in case

While Moscow digs itself out of a huge snow storm that hit the Russian capital in the last few days, organisers of the Winter Olympics are worried a lack of white powder could become a problem in February 2014.

Unseasonably warm temperatures this winter in Sochi have forced local organisers to store some 450,000 cubic metres of snow in the nearby Caucasus Mountains that surround this sub-tropical Black Sea resort.

"We've prepared seven separate areas for snow storage high up in the mountains," Sergei Bachin, general director of Roza Khutor, a ski resort in Krasnaya Polyana that will host Alpine skiing, snowboarding and freestyle Olympic competition, told Reuters.

"I want to assure all the competitors that there won't be any shortage of snow next February even if we encounter even warmer temperatures next year," he said.

"We're storing such huge amounts of snow just in case."

The snow will be covered with a "special thermo seal", to protect it from melting during the summer, Bachin said.

"We expect that about 140,000 (cubic metres) will melt away but we'll still have more than 300,000 cubic metres of snow available for next year," he predicted, saying the storage will cost his company an extra $11 million.

Nevertheless, Sochi 2014 chief Dmitry Chernyshenko has stated on several occasions that the weather has become a bigger problem for the organisers, who are frantically trying to finish all the construction projects on time, than security or the infrastructure.

Bachin, however, assured that Krasnaya Polyana, once a sleepy mountain village, about 70 kilometres from central Sochi, would be ready to host all the outdoor Olympic events next February rain or shine.

"Of the 76 Olympic test events scheduled in Krasnaya Polyana this winter a great majority had been completed and only a handful have been called off because of bad weather," he said.

"I think we've passed the test as the last major event of the season was held this weekend in nearby Laura complex."

Usually, Krasnaya Polyana has the opposite problem - too much snow and the risk of avalanches, Bachin said.

"This was a very odd winter. Even locals don't remember when was the last time they had such warm days in the mountains. It's highly unlikely we'll see the same kind of weather next year," he added.

Yahoo acquires mobile news start-up Summly

Yahoo Inc has snapped up mobile-phone news aggregator Summly, the companies said on their websites on Monday.

Summly, founded by 17-year-old Nick D'Aloisio, sorts news by topics in quick bites for smartphones. The start-up works closely with News Corp and is backed by Chinese investor Li Ka-Shing and angel investors including the actor Ashton Kutcher and the artist and designer Yoko Ono.

The Summly app will be removed from the Apple Inc store and will be integrated into Yahoo's mobile initiatives. Terms of the deal were not disclosed.

Yahoo has acquired several small mobile and web start-up companies since former Google executive Marissa Mayer became chief executive last year.

China's Xi tells Africa he seeks relationship of equals

China's new President told Africans on Monday he wanted a relationship of equals that would help the continent develop, responding to concerns that Beijing is only interested in shipping out its raw materials.

On the first stop on an African tour that will include a BRICS summit of major emerging economies, Xi Jinping told Tanzanian President Jakaya Kikwete that China's involvement in Africa would help the continent grow richer.

"China sincerely hopes to see faster development in African countries and a better life for African people," Xi said in a speech laying out China's policy on Africa, delivered at a conference centre in Dar es Salaam built with Chinese money.

Renewing an offer of USD 20 billion of loans to Africa between 2013 and 2015, Xi pledged to "help African countries turn resource endowment into development strength and achieve independent and sustainable development".

Africans broadly see China as a healthy counterbalance to Western influence but, as ties mature, there are growing calls from policymakers and economists for a more balanced trade deal.

"China will continue to offer, as always, necessary assistance to Africa with no political strings attached," Xi said to applause. "We get on well and treat each others as equals."

But gratitude for that aid is increasingly tinged with resentment about the way Chinese companies operate in Africa where industrial complexes staffed exclusively by Chinese workers have occasionally provoked riots by locals looking for work.

Countering concerns that Africa is not benefitting from developing skills or technology from Chinese investment, Xi said China would train 30,000 African professionals, offer 18,000 scholarships to African students and "increase technology transfer and experience".

"ALL-WEATHER FRIENDS"

"The Sino-Tanzania relationship has endured a lot," said Tanzania's Kikwete, whose nation built close ties with China in the early years after independence from the British in 1964. "Now we have become all-weather friends."

China built a railway linking Tanzania and Zambia in the 1960s and early early 1970s.

The two leaders witnessed the signing of trade and other deals, including plans to co-develop a new port and industrial zone complex, a loan for communications infrastructure and an interest free loan to the government. No details were given on the size of the loans or the industrial projects.

Xi's next stop is South Africa for a BRICS summit on Tuesday and Wednesday where he could endorse plans for a joint foreign exchange reserves pool and an infrastructure bank.

Those proposals respond to frustrations among emerging markets at having to rely on the World Bank and International Monetary Fund, which are seen as reflecting the interests of the United States and other industrialised nations.

Nigeria's central bank governor, Lamido Sanusi, wrote in the Financial Times this month that the trade imbalance between China and Africa was "the essence of colonialism" and cautioned the continent was vulnerable to a new form of imperialism.

China is keen not to be perceived as an imperial master. "The legacy of (the) West is the feeling that Africa should thank them, and that Africa should recognise that it is not as good as the West," Zhong Jianhua, China's special envoy to Africa, said before Xi's trip. "That is not acceptable."

Lu Shaye, head of the Chinese foreign ministry's African affairs department, said it was the West which was only interested in African resources, not China.

"What have Western countries done for Africa in the 50 years since independence? Nothing. All they have done is criticise China and that is unfair," he told a Hong Kong television station, in remarks carried on the ministry's website.

Xi's African tour ends in Republic of Congo, from where China imported 5.4 billion tonne of oil in 2012, just 2 percent of its total oil imports, but potentially the source of a lot more.

US regulators approve plan for lost Facebook IPO money

US regulators on Monday approved a plan to compensate market makers who lost money in a botched Facebook Inc public offering in May on the Nasdaq exchange.

Nasdaq, a unit of Nasdaq OMX Group Inc , has proposed a revised USD 62 million settlement to those brokerages that lost money.

The decision from the US Securities and Exchange Commission was in response to a series of high-profile glitches last year that shook the market, including the handling of Facebook's long-anticipated initial public offering.

The May 18 IPO, which raised USD 16 billion, was initially delayed by 30 minutes due to a technical problem at Nasdaq.

Cyprus rescue raises new questions about euro's survival

The messy deal to bail out Cyprus has averted the latest threat to the break-up of the euro but at the cost of raising new questions about the single currency's long-term viability.

Savers in other euro zone banks appear so far to be taking the freezing of balances over 100,000 euros in Cyprus's two biggest lenders in their stride. Perhaps they judge that events in a tiny, far-away island with outsize banks and a reliance on deposits from Russian oligarchs hold little relevance for them.

Yields on Italian and Spanish bonds held broadly on Monday, reflecting a belief that the European Central Bank's promise to buy struggling euro members' bonds if need be - a programme known as Outright Monetary Transactions (OMT) - will prevent a spillover from Cyprus.

"This certainly plays into the hands of northern European creditor countries, who have long taken the view that fears of contagion, in particular post-OMT, are wildly exaggerated," said Nicholas Spiro of Spiro Sovereign Strategy in London.

"For the time being there is no contagion: the markets, rightly or wrongly, still believe in the credibility and effectiveness of this bond-buying scheme."

Although big outflows from Italian or Spanish banks were unlikely, Spiro said the troika of the International Monetary Fund, the European Commission and the ECB had set a dangerous precedent by initially agreeing to tax Cypriot deposits below the European Union's 100,000 euro guarantee threshold.

European central bankers in private, and German banks in public, expressed confidence that the repercussions of Cyprus's bailout would be contained.

"The banking sector in the country was too large and did not have a sustainable business model. Cyprus should thus be regarded as a one-off case, and is therefore not comparable with other European countries," said Andreas Schmitz, president of the BdB association of German lenders.

But Lena Komileva, who runs the consultancy G+ Economics in London, said the terms of Monday's early-morning agreement in Brussels sent an unfortunate signal: a euro in a bank in Cyprus is not equal to a euro elsewhere in the euro zone.

"This is... a systemically important deal for the future of the euro zone banking union, or rather the lack of it, which carries implications for Spain in 2014," Komileva said.

Bond buyers beware

The bailout is also evidence of an increasingly hard line being taken with bond holders in failed euro zone banks.

Weeks after the Irish government agreed to repay guaranteed debt in Anglo Irish Bank when it was liquidated, senior bondholders in Popular Bank of Cyprus , also known as Laiki, will be wiped out, while those in Bank of Cyprus will have to make a contribution, officials said.

How big depositors and bond investors in other vulnerable euro zone banks would react post-Cyprus in the event of a new shock thus becomes the latest 'known unknown' in the four-year-old euro zone debt drama.

The crisis in Greece fanned fears of contagion to the likes of Italy and Spain, touching off a deposit flight to safe-haven banks in Germany and other hard-money northern European states.

The result has been a fragmentation of the money and banking markets across the euro zone that the Cyprus bailout can only prolong and possibly intensify.

For example, despite the soothing effect of the ECB's bond-buying pledge, the interest rate in January on new one-year business loans under 1 million euros was 2.8 percent in Germany but 6.7 percent in Portugal.

The ECB's declared priority is to repair the monetary policy transmission mechanism so that its easy-credit stance is diffused to all 17 members of the euro, not just a few.

The policy has been working insofar as cash imbalances between the north and the south of the single currency zone have gradually fallen since ECB President Mario Draghi promised last summer to do whatever it takes to save the euro - a pledge that spawned the OMT programme.

The danger now is that this process will stall because of the spillover from Cyprus, keeping bank lending interest rates high and thus deepening the recession in southern Europe.

Speaking in Lisbon last week before the Cyprus deal was struck, Portuguese economists and brokers expressed dismay that euro zone policymakers were gambling with depositor confidence - even if Cyprus's circumstances were special.

"The European Union should be aware of the risks that peripheral countries are facing. Those responsible for decisions like this one on Cyprus should think deeply about the probable consequences," said Paula Carvalho, chief economist at BPI bank.

Growth, austerity and solidarity

Joao de Deus, a senior sales trader with brokers Dif in Lisbon, said there was no guarantee that the crisis in Cyprus would be the last flare-up.

For some observers, the Cypriot solution feeds the perception across the periphery that the German-led 'Northern Alliance' is determined to keep pressing for discipline and austerity in southern Europe, even at the risk of perpetuating a vicious cycle of recession, missed fiscal targets and more growth-sapping budget cuts.

The real contagion risk, therefore, is that the meltdown in Cyprus, which is heading for a deep economic slump because of the destruction of its offshore banking industry, will fan a revolt against the hair-shirt policies demanded by the troika as the price of providing a safety net for euro zone strugglers.

With the exception of Greece, protests in southern Europe against high unemployment and pension cuts have so far been peaceful. But resentment at what many see as a lack of solidarity from Germany is growing.

As such, Alastair Winter, chief economist at Daniel Stewart, an investment bank in London, said Cyprus might eventually come to be seen as the second big step in the break-up of the euro, the culmination of five decades of ever-closer integration meant to banish the spectre of another war on European soil.

The first step, he argued, was the rejection by a majority of Italian voters in last month's general election of the orthodox prescription of austerity.

"They had duly noted that the peoples of Europe, even if they no longer want to kill each other, are unwilling to help each other out in times of distress," Winter told clients.

Nagaland house adjourned sine die after vote-on-account

Kohima, Mar 18 (PTI) The first session of 12th Nagaland Legislative Assembly was adjourned sine die after passing the vote-on-account amounting to Rs 2,913.43 crore for the first four months of the fiscal 2013-14 by a voice vote. The vote on account was presented by Chief Minister Neiphiu Rio, who also holds the Finance portfolio. Rio told the house that the vote-on-account for the period April 1 to July 31, 2013, was approximately one-third of the estimated expenditure for the next financial year 2013-14. He said as per the current estimates, the total receipts for the fiscal was placed at Rs 9,260.51 crore and total expenditure estimated at Rs 8,686.69 crore, reflecting a positive balance of Rs 573.46 crore in the Consolidated Fund of Nagaland. However, after adjusting a deficit of Rs 609.24 crore in the Public Account, the current transaction of the year will result in a deficit of Rs. 35.78 crore, he said. He said that while the closing deficit of the fiscal 2012-13 is being estimated at Rs. 891.73 crore, the year 2013-14 is also estimated to close with a deficit of Rs. 927.51 crore. Speaker Chotisuh Sazo informed that the vote-on-account entitles the state government to withdraw Rs 2,913.43 crore from the Consolidated Fund of the State Exchequer towards several expenditure which may come up during the first quarter of the fiscal 2013-2014. He informed the members that the full budget for the new fiscal would be presented somewhere in the middle of the current year and clarifications and detailed discussion can be sought during the Budget session of the Assembly. Two other bills – Nagaland Appropriation Bill Number 1 and 2 were also passed by voice vote after some clarifications being sought by the Opposition Congress MLAs. Married woman kidnapped and gangraped in Madhya Pradesh

Dhar (MP), Mar 18 (PTI) A married woman was allegedly gangraped by two men after she was kidnapped from a secluded place in Pithampur industrial town, about 40 km away from here, when she went to attend nature's call. The incident took place on March 13, when three unidentified men allegedly kidnapped the 28-year-old woman from near a township in Pithampur town in a vehicle and took her to the nearby forests, where two of them gangraped her, the police said today. After that, they dumped her and she somehow managed to reach a nearby village and inform her husband, who took her away from the village and reported the matter yesterday at the Pithampur police station. A case of rape was registered against the two gangrapists, besides a case of kidnapping against the third person. GoM approves raising income ceiling for OBC quota

New Delhi, Mar 18 (PTI) A proposal for raising from Rs 4.5 lakh to Rs 6 lakh the annual income ceiling for people from Other Backward Castes (OBCs) to be eligible for reservations in jobs and educational institutions has been accepted by the Group of Ministers (GoM). The matter will now be moved for clearance from the Union Cabinet, officials said today. The GoM headed by Finance Minister P Chidambaram recently gave its consent to the Social Justice Ministry's proposal that the revised income ceiling for creamy layer should be fixed at Rs 6 lakh annually, they said. The Ministry had earlier also sought increasing the creamy layer income ceiling to Rs 12 lakh in urban areas and Rs 9 lakh in rural areas, which was rejected by the government. The Ministry then proposed raising the ceiling to Rs 7 lakh, so that more people from the community can benefit. Other members in the GoM included Union Human Resource Development Minister M M Pallam Raju, Law Minister Ashwani Kumar, Social Justice and Empowerment Minister Kumari Selja and Minister of State (MoS) in Prime Minister's Office (PMO) V Narayanasamy. The present income ceiling for creamy layer is Rs 4.5 lakh annually. The issue was put before the GoM after the Union Cabinet deferred a proposal by the SJ&E Ministry to raise the income ceiling from Rs 4.5 lakh per annum last year in June. The ceiling was raised from Rs 2.5 lakh to above Rs 4.5 lakh in 2008, but even that could not achieve the desired result of filling the available vacancies in jobs and educational institutions under the OBC category. President calls for strengthening tourism sector

New Delhi, Mar 18 (PTI) India, known world-wide for its cuisine, should exploit this "asset" to attract more foreign tourists and build infrastructure that travellers can look forward to, President Pranab Mukherjee said today. "One of the most attractive assets that India can offer is our cuisine. There is no parallel to the range of local specialities that a traveller can savour as he travels through India," he said at the National Tourism Awards function here. This, coupled with proper infrastructure which responds to the expectations of the most travelled visitors, could give a further push to wooing both foreign as well as domestic travellers, he said. India saw about 6.65 million foreign tourists arriving last year, which was a growth of 5.4 per cent in such arrivals over the previous year. Foreign exchange earnings in this segment was also estimated to be about Rs 94,500 crores for 2012, a significant 21.8 per cent increase over the previous year, he said. Mukherjee said due attention to safety and quality standards of food would instill more confidence in foreign as well as domestic tourists. Revert to old draft not possible; DTC, GST by 2014: Shome

While the finance ministry is working on the Direct Tax Code, advisor to the finance minister Parthasarathi Shome told CNBC-TV18 in an exclusive conversation that going back to the original draft now is not possible. However, he is hopeful of both GST and DTC being introduced by 2014.

"We will have a final form, which will reflect to the extent feasible, optimal tax policy. That is what we are working on. Of course, the DTC has many improved features compared to the current I-T Act. The Parliament Committee on Finance has looked at it and given their comments and so now we are going through that process," he says.

New one-day rules have slow bowlers in a spin: Afridi

REUTERS - The new rules in one-day international cricket have made it difficult for slow bowlers, Pakistan's experienced leg-spinner Shahid Afridi said on Monday.

The former Pakistan captain has 348 victims in 352 one-dayers but is without a wicket in the first three games in South Africa who lead the five-match series 2-1 going into the fourth contest in Durban on Thursday.

"As a spinner it is not easy bowling under the new rules. Not only me but all our spinners have struggled," Afridi told Geo News television.

"This rule of having two new balls in an innings and not having more than four fielders outside the 30-metre circle throughout an innings has made life difficult."

Pakistan's slow bowlers have been unable to contain South Africa and the home side racked up a huge 343 for five on the way to a 125-run win in the third match in Johannesburg on Sunday.

"I am now working with my bowling coach to adapt to the rules and come up with new tactics and strategies. I have also discussed it with our premier spinner, Saeed Ajmal," said Afridi.

"I think the new rules have changed the approach of the captains and batsmen as well."

The regulations were changed by the International Cricket Council (ICC) late last year.

The 33-year-old Afridi has been toiling with bat and ball for quite a while but he found some form by smashing 88 for Pakistan on Sunday.

"It has been a long struggle but everyone goes through bad phases," he explained.

"It is all about remaining tough and searching for confidence. I still want to get my bowling form back."

Afridi was dropped for the one-day series in India in December before being recalled for the matches in South Africa.

He praised the South African batsmen, particularly Hashim Amla, for playing slow bowling so well.

"I think their cricket system and standards are breeding good players of spin," said Afridi. "They have played us very well."

RBI releases prudential norms for lending to infra cos

The Reserve Bank of India today made it a tad easier for developers of infrastructure projects to raise bank loans. So far developers have been allowed to hypothecate their receivables in the form of toll charges to banks. Now, the RBI says where developers for a PPP project have entered into a concession agreement with ministries or state governments, the debt due to the developers may be considered as secured collateral.

However, for such collateral to be considered secured, the toll charges have to be kept in an escrow account, over which the lenders will have priority over the developer. Also the agreements should have elements like permission for the developer to increase toll charges in case project revenues are lower than anticipated.

The lenders will also have a right to trigger termination in case of default in debt service; and upon termination, the project authority has an obligation of (i) compulsory buy-out and (ii) repayment of debt due in a pre-determined manner.

'Fountainhead of Jihad' - book explores al Qaeda-Haqqani links

LONDON (Reuters) - "Know that we will not lay down our arms once Afghanistan is free." The fight must be pursued to liberate "the defenceless Muslims of the world" from Kashmir to Palestine to Samarkand, the speaker said.

It was 1988, a conference in Gujrat in Pakistan's Punjab province; a time when the enthusiasm of the anti-Soviet jihad fused with internationalist causes popular among Arab fighters and the Pakistani backers of the mujahedeen to forge the ideology of al Qaeda.

The speaker was Jalaluddin Haqqani, patriarch of one of the most formidable fighting forces in Afghanistan.

The story is told in an account of Haqqani's links with al Qaeda in a book published this month: "Fountainhead of Jihad: The Haqqani Nexus 1973-2012," by Vahid Brown and Don Rassler.

Based partly on new primary sources, the book highlights one of the big failures of the Afghan war. Meant to defeat al Qaeda, the war has failed to break the resilience of the group with which it has the closest ties - the so-called Haqqani network.

As a result, western hopes that talks with the Afghan Taliban might persuade them to break with al Qaeda in return for a share of power face a serious flaw.

Al Qaeda is, and always has been, based in Haqqani territory, and the Haqqani network is excluded from those talks after Washington designated it a terrorist organisation last year.

Western officials have long said the ties between the Haqqanis and al Qaeda make it hard to include them in a political settlement - contradicting Pakistani assertions they could play a useful role in Afghanistan after most foreign combat troops withdraw at the end of 2014.

But "Fountainhead of Jihad" is unusual in detailing quite how close those ties are.

"I was surprised at how often Jalaluddin Haqqani appeared as playing a vital role in al Qaeda's history," Brown told Reuters. "The Haqqanis were everywhere."

Western officials have been holding intermittent talks with the Taliban that could lead to them opening a political office in Qatar, paving the way for more substantive negotiations.

But in a war where power is seeping out from Kabul to autonomous local actors, no one has worked out how to deal with the Haqqanis - beyond U.S. drone strikes - to ensure they do not provide a growing safe haven for al Qaeda on either side of the Pakistan-Afghanistan border.

Based partly in North Waziristan but with business links running deep into Pakistan and the Gulf, the Haqqanis have managed to keep on the right side of the Pakistan army by focusing on Afghanistan, while retaining ties with the Pakistani Taliban (TTP), waging war on the Pakistani state.

Such is their position at the centre of the Islamist network that Pakistan could face rising TTP attacks were it to push the Haqqanis too hard. "They can't go after them in a direct way without a serious backlash," said Brown.

Washington has also accused the Pakistan army of using the Haqqanis to promote Pakistan's interests in Afghanistan, a charge it denies.

PLATFORM FOR VIOLENCE, SANCTIONED BY ISLAM

The book characterises the Haqqanis both as providers of safe haven and "a platform for the delivery of violence". This enabled them to amass wealth and power by providing services to a variety of players, from their alleged state sponsors in the Pakistan military, to al Qaeda and the Pakistani Taliban, or Tehrik-e-Taliban Pakistan.

But as far back as the 1970s - when their secure base in southeastern Afghanistan made them useful allies for Pakistan to counter a hostile government in Kabul - the Haqqanis were always more than guns for hire.

"The Haqqanis' brand indicates a fountainhead of 'jihad', of violence specifically sanctioned by Islam," the book argues.

Crucially, the Haqqanis historically developed an outlook on global jihad which influenced al Qaeda as much as the Arab organisation influenced the Afghan mujahideen.

During the anti-Soviet jihad, Jalaluddin Haqqani was the first Afghan Islamist known to have actively recruited Arab fighters into his ranks.

He was also the first to declare the Afghan jihad a duty for Muslims worldwide - preceding by at least four years the Palestinian scholar Abdullah Azzam whose 1984 writings are credited with being the foundation of modern global jihad.

In the mid-1980s, it was in Haqqani-dominated territory that Osama bin Laden established his first base in Afghanistan; it was through the Haqqanis that Arab fighters found their way to the battlefield; it was into this fervent atmosphere of jihad that al Qaeda would be born "in a form that was and remains to this day inextricably bound up with the Haqqani network."

When the Taliban, who ruled Afghanistan from 1996 to 2001, came under pressure from the United States to curb al Qaeda in the 1990s, bin Laden was able to use his relationship with the Haqqanis to resist their attempts to restrict his activities.

It was from Haqqani-controlled territory that bin Laden declared a jihad against "the Jews and Crusaders" in 1998.

The book's authors make no definitive claims about whether the links between the Haqqanis and al Qaeda can be broken, but conclude "such change would mark a significant break with the group's trajectory over the last two and a half decades." (Editing by Janet Lawrence)

India beat Australia again to win series 3-0

At 4:39 Monday afternoon, with 16 deliveries left in the Test, MS Dhoni swiveled to pull Mitchell Starc for the boundary that put an end to an agonizing last 35 minutes of play in which India lost two wickets in pursuit of a target of 133.

That four signaled another comprehensive win over Australia, which meant Dhoni's team had reclaimed the Border-Gavaskar Trophy after the 4-0 whitewash last year and also won three matches in row during the same series for the first time since 1994. Set a target of 133 after bowling Australia out for 233 during the afternoon session, the home team lost four wickets en route to a six-wicket win - the first time in 86 Test matches dating back to 1947 that a 3-0 victory margin was attained over Australia. Such was India's dominance in Mohali that the washed out first day was made to look inconsequential.

Starc's dismissal in the second session meant India had 133 to chase in approximately two-and-a-half hours. With Shikhar Dhawan nursing a finger injury, they opened with Murali Vijay and Cheteshwar Pujara. The pair put on 42 in 38 deliveries before Vijay (26) was stumped off Xavier Doherty with India needing 91 more. Pujara (28) followed soon after, lbw to Nathan Lyon, and India entered the final hour of play needing 45 runs in 15 overs.

It seemed a simple equation and Virat Kohli put on 33 with Sachin Tendulkar before chipping a catch to short midwicket for 34. With 28 required in eight overs, MS Dhoni oddly ate up 24 balls for six runs to make it 22 from five, after which India were jolted by Tendulkar's run out for 21 off 23 balls; a misjudgment from the batsman saw him stop and turn back, but David Warner's under-arm throw hit the stumps.

Any further nerves were eased, however, as Ravindra Jadeja strode out and thumped two aerial boundaries down the ground off Peter Siddle. Then Dhoni arose from his slumber to hammer Starc for three consecutive fours and sent the Mohali fans into jubilation.

The equation for India was straightforward when played started: take seven wickets. The first came in the seventh over of the day, when Pragyan Ojha drew an edge off the bat of nightwatchman Lyon (18) which Dhoni snapped up. The first hour was sedate, with Australia adding 42 runs for the loss of Lyon. But then they lost four wickets for 26, starting with the biggest of them all.

Michael Clarke, battling a stiff back, began with two fours off Ojha as India's lead was erased but looked hampered by his discomfort and made it to 18 before he got an inside edge on a flick to Jadeja which was taken at short leg. It was the fifth time in six innings on tour that Jadeja had got Clarke's number.

Clarke's dismissal left Australia effectively 28 for 4, and the rot was setting in. Phillip Hughes was cut off on 69 with a harsh call from umpire Aleem Dar, who reckoned Hughes was hit in line by R Ashwin though replays showed the impact was outside leg stump and was missing its mark. There was nothing doubtful about the next dismissal, however, as Jadeja flung himself to his left to pluck an excellent return catch off Moises Henriques. Ojha then bowled Siddle to collect his second, but Brad Haddin and Starc resisted for 12 overs going into the lunch interval.

Ashwin struck Haddin plumb in front with a carom ball in the fifth over after lunch, but India had to work for the final wicket. For the second time in the match it was Australia's No. 9 Starc who thwarted India with the bat, his 35 dominating an 11th-wicket alliance of 44 in 18.1 overs which ate away at time. The breakthrough eventually came when Ashwin held a one-handed catch at backward short leg off Starc, to give Jadeja another three-wicket haul. Doherty contributed a career-best 18 off 56 balls to that stubborn tail-end resistance that spanned 109 deliveries.

Bollywood's new wave filmmakers rule National Film Awards

Tigmanshu Dhulia's 'Paan Singh Tomar', that narrates the gritty story of a national athlete forced to live the life of an out-law, was announced the best picture at the 60th National Film awards as its lead protagonist Irrfan Khan shared the best actor trophy with Vikram Gokhale for his Marathi film 'Anumati'.

'Paan Singh Tomar', that also starred Mahie Gill, was testimony to how a good script can trump a big ticket film with huge stars at the helm. The same could be said of the delightful 'Vicky Donor', directed by Shoojit Sircar that won in the category Best Popular film for wholesome entertainment.

A new generation of filmmakers made their presence felt last year with fresh ideas and innovative scripts, helped by a talented cast and crew. Director Sujoy Ghosh was declared the best original screenplay writer for his widely lauded film 'Kahaani' while 'Oh My God' won the best adapted screenplay for Bhavesh Mandalia and Umesh Shukhla. 'Kahaani' was also named the best edited film (Namrata Rao) of the year.

An ecstatic Shoojit Sircar did what he described as a 'sperm dance' in his room in Hyderabad after he heard his film Vicky Donor has shared a National Award for the Best Popular Film for providing wholesome entertainment with Ustad Hotel (Malayalam).

Produced by Sunil Lulla, John Abraham, Ronnie Lahiri and Ram Mirchandani, Sircar's Vicky Donor is the narrative of the life of a sperm donor in Delhi.

In this context, a special mention is must of two of Vicky Donor's brilliantly talented cast members. The award for the best Supporting Actor has been conferred on Annu Kapur, for portraying a bumbling infertility specialist running his business from a rundown clinic. The Best Supporting Actress was shared by Dolly Ahluwalia and Kalpana for the film ThanichallaNjan (Malyalam).

Ahluwalia played the domineering mother of Vicky (Ayushmann Khurana).

Bollywood dominated in the special jury award with Aamir Khan starrer 'Talaash', 'Gangs of Wasseypur', 'Kahaani' and Dekh Indian Circus' being named in the category with Bengali film 'Chitrangada'.

In other categories, Usha Jadhav was named the best actress for her portrayal of a rustic housewife in Marathi film 'Dhag', whose filmmaker Shivaji Lotan Patil was declared the best director.

Bollywood films shared the spotlight with Malayalam and Marathi cinema in the key categories at the awards this year. Bedabrata Pain's debut Hindi film 'Chittagong', about Chittagong uprising, shared the Indira Gandhi award for best debut film with Siddhartha Siva's Malayalam film '101 Chodiyangal'.

'Bolo Na' from 'Chittagong' won the best lyrics for Prasoon Joshi and best male playback singer for Shankar Mahadevan. Aarti Anklekar Tikekar was named the best female playback singer for 'Palakein Naa Moondoon from Marathi film 'Samhita'. 'Ustad Hotel' was also recognised for best dialogue for Anjali Menon.

'Thanichalla Njan', apart from its supporting actress win, was also named in the Nargis Dutt award for best feature film on national integration category. Malayalam film 'Spirit', which deals with the topic of alcoholism, was named as the best film on social issues.

Another Malayalam film 'Black Forest' was declared the best film on environment conservation/preservation. Hindi film 'Dekh Indian Circus' was best children's film and its lead Virendra Pratap shared the best child actor honour with '101 Chodiyangal'. Nikhil Advani directed 'Delhi Safari' was named the best animation film.

Kamal Haasan's controversial film 'Vishawaroopam' won best production design and best choreography for Pandit Birju Maharaj. Poornima Ramaswamy was named best costume designer for Tamil film 'Paradesi' while Raja won the best make-up artist award for Tamil movie 'Vazakkuenn 18/9'.

Best cinematography honour went to 'Ko:YAD', a film in Mising language. Best audiography award was shared by Malayalam film 'Annayum Rassoolum', 'Shabdo' and 'Gangs of Wasseypur'. Malayalam film 'Kaliyachan' and Marathi film 'Samhita' shared the best music direction award. Telugu film 'Eega' was named in the best special effects category.

The prestigious 60th National Film Awards for the year 2012 were announced at a joint Press Conference addressed by the Chairpersons of the three juries, Basu Chatterjee for Feature Films, Aruna Raje for Non-Feature Films and Swapan Mullick for Best Writing on Cinema.

In non-feature film category, the award for the Best Film was conferred to Shepherds of Paradise (Gojri & Urdu) produced and directed by Raja Shabir Khan. In the category of Best Writing on Cinema section, the book Silent Cinema in India - A Pictorial Journey (English) written by BD Garga and published by Harper Collins Publisher India has bagged the top honour, whereas PS Radhakrishnan has been conferred the award for the Best film Critic.

Indian economy slowing down, says OECD

Indian economy is slowing down while most of the developed world led by the US and Japan are seeing better growth prospects, Paris-based think-tank OECD said today.

The latest assessment for India comes at a time when the economy is grappling with high inflation and fiscal deficit. The projections are based on OECD's Composite Leading Indicators (CLIs) - that are designed to indicate turning points in an economy.

Organisation for Economic Co-operation and Development (OECD), a grouping of mostly developed nations, said that in India growth is "slowing down".

In January, India's CLI stood at 97.2 marginally lower than 97.3 recorded in December last year. The country's CLI has been on the decline since September 2012 when it touched 98.

"In China, India and to a lesser degree in Brazil the CLIs point to growth below trend. In Russia however, the CLI points to growth picking up," OECD said in a statement. Indian economic growth slipped to 4.5 percent in the three months ended December 2012, the lowest for any quarter in a decade.

The GDP had grown by 6 percent in the October-December period of last fiscal. The economic growth in the nine months ended December 2012 stood at 5.1 percent, lower than 6.6 percent seen in the year-ago period.

Fiscal deficit for the current financial year (2012-13) is projected to be 5.2 percent of GDP. However, OECD's readings for developed nations such as the US and Japan are positive.

"In the US and Japan, the CLIs continue to point to economic growth firming. In the Euro Area as a whole, and in particular Germany, the CLIs point to a pick-up in growth," it noted.

Export objective hit as Reliance fails to set up SEZ: CAG

Chandigarh, Mar 11 (PTI) Government auditor CAG in its latest report has observed that because of the failure of Reliance Haryana SEZ Ltd (RHSL) in setting up the ambitious SEZ project in Haryana, the objective of boosting exports was defeated. In its audit report of Haryana's PSUs for 2011-12, CAG observed that "due to the failure of RHSL to set up SEZ in Gurgaon and Jhajjar, the objective of boosting of export was defeated." The Comptroller and Auditor General of India's report was today tabled here on the concluding day of the Haryana Budget session here. In the audit of state-owned Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC), CAG said that RHSL was required to acquire 25,000 acres of land for Gurgaon and Jhajjar but it could acquire only 8,350 acres of land even up to the March 31, 2012. "So setting up of SEZ could not fructify," it said. The auditor said in the report that the RHSL even did not pay the 15 per cent penalty on the value of the land transferred to it in case of the project failed. "However, instead of paying any penalty, RHSL demanded Rs 1,172 crore for returning the land to the company as it claimed development cost, stamp duty refund, annuity paid and 18 per cent per annum interest," it said. Reliance Industries had approached the Haryana government in September 2005 for setting up multi-product SEZ. Reliance Venture Limited (a 100 per cent subsidiary of RIL) entered into a joint venture with HSIIDC and a special purpose vehicle was incorporated in October 2006 to implement the project. In the first phase, SEZ was to be established at Gurgaon and in the second phase at Jhajjar. In accordance with the agreement, HSIIDC transferred 1,383.68 acres of land at Gurgaon at a cost of Rs 399.85 crore to RHSL. PTI CHS MR

Gopeshwar, Mar 11 (PTI) Terming steps taken by the Vijay Bahuguna government to build a Vidhan Bhawan at Gairsain as a "pure drama", senior BJP leader B C Khanduri today said the project will meet the same fate as Rishikesh-Karnaprayag railway line which still awaits implementation. "The foundation stone for Rishikesh-Karnaprayag rail line was laid in 1996. One statement after another is being issued on the project by the ruling Congress but it is yet to be implemented. I am sure the Gairsain assembly project will meet the same fate," Khanduri told reporters here. The Uttarakhand Chief Minister laid the foundation stone of Gairsain Assembly building on January 14 and said at least one session of the House will be held there every year. The Congress has been projecting it as a step which will speed up development of backward hill areas of the state. Khanduri, who is on a visit these days to the interior districts of Garhwal region along with newly-appointed state BJP chief Tirath Singh Rawat, said whatever has been done so far on Gairsain is no more than a "pure drama". Sinha threatens to quit over new Jharkhand unit chief

New Delhi, Mar 11 (PTI) Expressing resentment over the appointment of BJP's new Jharkhand chief, senior party leader Yashwant Sinha today threatened to quit and made his intentions clear before the party's top brass. Sources said Sinha during a meeting of top party leaders including L K Advani and Sushma Swaraj this morning vented his anger over the appointment of Ravindra Rai as the party's Jharkhand unit chief, saying "there is a great deal of resentment within the party over Rai's investment". While Sinha was not available for comments, sources close to him said he has not quit, but is keeping "all options open". After Sinha's outburst today, BJP President Rajnath Singh sought to placate him and called him up. Singh has sought to discuss the matter with Sinha on his return, as he is currently away to Kolkata. Rai, who belongs to the camp of former Jharkhand Chief Minister Arjun Munda, was appointed as the state's new party chief yesterday by Rajnath Singh. Mohali, Mar 11 (PTI) Australian captain Michael Clarke today defended the team management's decision to suspend four players including vice-captain Shane Watson for the third Test stating that it's "not just about one incident" but also about "off-field stuff" which has been unacceptable. "I want the public and the media to understand. Don't get me wrong, it's not just about one incident. Firstly, on this tour, our performances have been unacceptable and there has been some stuff off the field that has been unacceptable for the standards of an Australian cricket team," Clarke was quoted as saying by ESPN Cricinfo. "I know it is a tough day, a really tough day and it's a tough decision. But at the end of the day, if people are not hitting those standards there are going to be consequences," Clarke said. The veteran of 91 Tests felt that there was nothing wrong in the coach asking them to do a specific task as players got a couple of days to regroup. "We were asked to do one thing from the head coach. It was giving information back to the head coach about not only improving your game - what you've learnt from the first two Test matches - but also how can you help this team turn things around and have success. "It was a very simple task. Yes, it took a lot of thinking because you had to look at your game and where you thought you could improve, what you had learnt and what you could do to help this team level this series." The skipper said that the four players, who didn't do the homework, showed lack of respect for the head coach. Ahmedabad to host international ceramic show

Rajkot, Mar 11 (PTI) Over 120 manufacturers from various countries would take part in the 8th Annual Ceramic Materials, Machinery, Supplies & Technology Show to be held in Ahmedabad from March 19. The three-day show organised by Indian Ceramics would be held at Gujarat University Exhibition centre. Representatives of various countries like Italy, Spain China and from the Gulf countries would take part in the show, a release issued here by Indian Ceramics said. Saurashtra is the hub of around Rs 10,000 crore Ceramic Industry with 80 per cent of share and most of the units located in Morbi, Wankaner and Kutch region providing job to around one lakh people directly and indirectly, it said. According to the release, the Indian ceramic industry is growing at 15 per cent, while its export rate, too, is increasing at 10 per cent every year. Lucknow Mar 11 (PTI) Uttar Pradesh Urban Development minister Azam Khan today demanded a thorough probe into the corruption allegations on former municipal commissioner of Ghaziabad Jitendra Kumar Singh. In a letter written to Chief Secretary Javed Usmani, Khan asked him to get an enquiry conducted by Meerut commissioner into the allegations and submit the report in a week's time, an official spokesperson said. Khan has stated that if any of the allegations are proved correct, National Security Act (NSA) should be imposed against Singh, the spokesperson said. Khan has mentioned that Singh during his 10 months tenure as the municipal commissioner of Ghaziabad reportedly leased out invaluable land of parks to his relatives at throwaway prices, the spokesperson added. The minister said that this matter has also come up in the Vidhan Sabha under different rules and the government had given an assurance that all such lease will be cancelled and the money would be realised from the official's funds and gratuity as Singh has since retired. BJP demands national refugee policy

Kolkata, Mar 11 (PTI) Expressing concern over the violence in Bangladesh, BJP president Rajnath Singh today called for a national policy for rehabilitation and relief of refugees. "I demand that the government should have a national policy for rehabilitation and relief for refugees coming from Bangladesh," Singh told reporters here. He said that there should be consensus on handing over enclaves to Bangladesh. "On the land border issue with Bangladesh, we want good relations with them. But at the same time India should also secure its own interest," Rajnath said. "We have heard that India will hand over 111 enclaves to Bangladesh, which is about 17,000 acres and Bangladesh will hand over 51 enclaves, which is about 7000 acres. We are calling this gap of 10000 acres, a national loss," he said. "Before taking any decision the government should go for a consensus with all political parties," Singh said. The crucial land boundary issue involves exchange of 111 Indian enclaves in Bangladesh and 51 Bangladeshi enclaves in India. The issue has been hanging for several years as additional protocols for the 1974 Land Boundary Agreement had to be formalised. MANCHESTER, England (Reuters) - Manchester United's Phil Jones will miss the Champions League last 16 second leg at home to Real Madrid after failing to recover from an ankle injury, manager Alex Ferguson said on the eve of Tuesday's match.

The versatile defender or midfielder suffered the injury during last month's FA Cup fifth round victory over Reading.

"He's not fit," Ferguson told a news conference on Monday.

Jones put in a top-class performance in the first leg of the European tie last month, man-marking Real forward Cristiano Ronaldo during the 1-1 draw.

Ronaldo scored with a towering header but Jones was not to blame.

"His performance over there was absolutely excellent," Ferguson said. "It's a miss but we can't deem it as something we can't manage, we've got options."

Ferguson added that United's main task against Real would be to put in a strong defensive performance to keep a lid on any breaks by the Spanish visitors.

"It probably will be the key to the game," he said. "I believe they are one of the best counter-attacking clubs in Europe ... we've got to find a way of coping with that but also having our own threat in an attacking sense also."

One of those attacking threats could come from midfielder Ryan Giggs, who will make his 1,000th professional appearance in Tuesday's match at Old Trafford.

"Tomorrow he will be involved at some point, whether it's starting or on the bench I haven't made my mind up but he will be involved and of course his experience of these occasions will be vital to us," Ferguson said.

From Rezaul H Laskar Islamabad, Mar 4 (PTI) Pakistan's Supreme Court Chief Justice Iftikhar Chaudhry today took suo moto notice of the devastating bomb attack in a Shia-dominated area of Karachi that killed 48 people and sought reports on the incident from police and government officials. The Chief Justice converted a report on the incident from the Supreme Court's Registrar into a suo moto case. He issued notices to the Advocate General and police chief of Sindh province, asking them to submit detailed reports on the deadly bombing. The hearing of the case, scheduled for March 6, is expected to focus on the failure of authorities to act immediately after the two blasts that ripped through Abbas Town, a Shia-majority area of Karachi, last night. Several women and children were among the 48 people killed in the terror attack, for which no group has claimed responsibility. About 200 others were injured and dozens of apartments in two buildings were damaged. This was the deadliest terrorist assault in Karachi, Pakistan's largest city and business hub, since 43 people were killed in an attack on Shia worshippers in December 2009. The Supreme Court is already hearing a case related to two recent bomb attacks on the Shia Hazara minority in Quetta in the restive Balochistan province. Nearly 200 people, a majority of them Shias, were killed in attacks in Quetta on January 10 and February 16. The Supreme Court earlier directed authorities to frame a strategy to protect Shias after the attacks in Quetta, which were claimed by the banned Lashkar-e-Jhangvi. According to Human Rights Watch, more than 400 Shias were killed in Pakistan in 2012, the deadliest year for the minority sect. PTI RHL KUN

Shah panel unlikely to meet deadline, rejects any probe

Ruling out any other independent probe to detect political patronage of alleged illegal  mining activities in Odisha, Justice M B Shah Commission of Inquiry today said it was unlikely to meet the July 16 deadline for submitting its final report.

"It is very difficult to say in the present day situation to meet the deadline. This because, the reason is repeated hearing and disputed facts," Justice M B Shah told reporters while winding up the five-day hearing here.

Stating that the commission had an exhaustive hearing and a large number of mine lessees were heard, he said: "After hearing, we will decide in which way to prepare the report."

The commission during its five day hearing also heard legal points raised by lessees through their lawyers. "We heard law points in regard to forest, environment clearance and encroachment. The commission has set up a committee to verify mining lease area and the lessees will pay the amount of Rs 4 lakh per square kilometre with minimum charge of Rs 2.5 lakh per square kilometre," he said.

"After verification, we will pass orders suggesting the centre to take action in this regard," Justice Shah said adding above 40 mines boundaries would be verified through commission appointed committees.

Asked about the time limit for completion of field verification, Justice Shah said it may require some time. One field may take 5 to 6 days on continuous work. Replying a question on whether the commission will recommend an independent probe into alleged political patronage in the mining activities in the state, Justice Shah said:"Nobody has given any evidence before the commission. Let them (people who make allegation) give evidence. Unless somebody gives evidence either orally or in writing, what can be done."

"There is no question of asking any agency to probe into it. Our report will be final. Let us see what action the central government takes. We cannot prejudge," he said. In comparison to illegal mining in Karnataka and Goa, Justice Shah said Odisha government has taken certain steps after appointment of the commission. "We will verify whether actions are required," he said.

On the ongoing vigilance inquiry into the mining scam by Odisha government, Justice Shah said: "It (vigilance inquiry) may help the commission to some extent. But, we have to verify."

The commission which started its hearing here on February 27, earlier in the day asked the state government and Union Ministry of Environment and Forest to clear their stands on issues relating to mineral exploration within 10 km radius of wildlife sanctuaries.

The Commission asked both to submit affidavits in this regard before the commission on April 4. Justice Shah gave this ruling while hearing certain mine lessees who were accused of illegally undertaking mining operation within 10 km radius of wildlife sanctuaries.

The issue relating to mining near sanctuaries became controversial after several mine lessees claimed there was no prohibitory order on mining operation within 10 km radius from the wildlife sanctuaries and that none of them were operating mines near sanctuary areas since an order issued in 2005.

Official sources, however, said there were nine iron ore and manganese mines and 21 mineral reserves within 10 km radius of wildlife sanctuaries. The commission is scheduled to hear mine lessees at Ahemedabad on March 14 and 16 on violation of MC Rule-37 under Mineral Concession Rule, an official said adding mine companies which wanted to further say something have been asked to present before the commission on April 1, 2, 3 and 4.

Claiming that the commission was happy over the state government's manner of handling mining issues, particularly after appointment of commission Odisha's Advocate General Ashok Mohanty said: "By and large Shah Commission said state government action is bona fide. State has taken steps." Mohanty claimed that the commission has nothing
against the state government. "If they have any allegation against the state, we will give reply to those," the advocate general said.

Lara Croft loses the guns, curves, plait in new "Tomb Raider"

LONDON (Reuters) - Gun-toting adventurer Lara Croft is back in the latest "Tomb Raider" game to fight for new players but she comes gadget-free, without the improbable curves and trademark plait, and with an adults-only rating.

Development company Crystal Dynamics, has stripped Croft of her previous history in the game published by Japan's Square Enix <9684.T>, and reinvented her as a 21-year-old novice with no experience of raiding tombs, climbing or shooting.

Instead of the confident Croft seen in previous games and in the two movies with Angelina Jolie, the first "Tomb Raider" game in three years begins with the archaeologist as a terrified woman who is unsure of her footing but is desperate to survive.

The story of the new "Tomb Raider" was written by Rhianna Pratchett, ex-gaming journalist and daughter of fantasy novelist Terry Pratchett, who relished the challenge of rebooting and reimagining one of gaming's few female protagonists.

"That's a real once-in-a-lifetime thing, especially with Lara Croft, as pretty much everyone knows who she is, whether they're into games or not. My mum knows who Lara Croft is," Pratchett told Reuters.

The rebooted Croft was devised after years of declining sales for "Tomb Raider" which is now ranked at about 28th in a list of best-selling video game franchises with sales of 35 million copies, according to "Tomb Raider" website figures.

The 11th "Tomb Raider" game is based on an island where Croft and her team are shipwrecked while looking for a lost city. They soon discover the island is inhabited by a mysterious cult who will kill outsiders to protect their secret society.

Croft herself finds herself separated from the rest of her colleagues and vulnerable.

It's not just the character of Croft that has changed but also the appearance of the female adventurer who was first unleashed internationally back in 1996.

Her exaggerated curves are toned down to almost normal proportions, her hair braid is gone, and the tight shorts are replaced by more comfortable trousers.

"She's unsure of herself. She looks for others for help until she comes to the realisation that she has to save herself and has to put one foot in front of the other and get herself out of this," said Pratchett.

Noah Hughes, creative director of the "Tomb Raider" project at Crystal Dynamics, said they wanted to explain the mechanisms of Croft's character to people.

"We felt in an origin story you could actually get to know the character and bring her to life as someone you could relate to and understand and then take her on this amazing journey," he said.

As the game progresses, the characteristics of the old Croft start becoming more tangible in the gameplay as the hardening of her personality is brought about by a series of brutal events. This explains the game franchise's first Mature 17+ rating.

Hughes denied reports that the game featured an attempted rape scene but said there were scenes where she fights for survival and that is crucial to her character development.

"Before she was fighting with guns, we wanted to show her in a situation that was going to push her to that extreme. How does a person get to the point where they're willing to kill someone? And in Lara's case, it's a kill or be killed situation," he said.

"Tomb Raider" goes on release in Britain and the United States on March 5 with early reviews saying that Croft is back on top of her game.

Bears with inside info hammer NHPC shares 32% in 3 sessions

Shares of state-owned NHPC crashed 24 percent on Friday on suspected bear hammering, as the sell-off in second line shares is spreading beyond companies where promoters have pledged their shares.

Brokers say bear operators are specifically targeting stocks where their rivals have sizeable long positions (in some cases created on margin funding) and are facing a liquidity crunch.

In the case of NHPC, talk in the market is that a big trader was holding sizeable positions through a combination of margin funding, loan against shares and stock futures. This trader had been told by one of his many brokers that he would have to shift a chunk of his positions elsewhere, as the broker was unable to finance it. The trader had been in the market for the last couple of days, scouting for financiers to fund the position. He is said to have sought the help of a former BSE President who is renowned for his bearish calls on the market.

And while this bear operator declined to fund the position, he is learnt to teamed up with another old hand in the market, also renowned for his bearish calls. The duo is said to have short sold NHPC futures heavily last week. Open interest in NHPC stock futures shot up from under two crore shares (the equivalent of) to over 20 crore shares in a week. On Friday, NHPC March futures were trading at a 5 paise discount to the spot price, indicating massive short selling.

Open interest in NHPC futures declined around 40 percent to 14.55 crore shares on Monday, indicating that bears may have used the steep decline in price to cover up a good part of their short positions.

The crash in NHPC's stock price comes at an inopportune time for the state-owned utility major as the government has to lower its stake from the current 86.36 percent to 75 percent by June. The company came out with a public issue in September 2009 at Rs 36 a share, but has traded above that price for just a few days in the last four years

Railways to enter 'Select Billion Tonnes' club in freight

Indian Railways will soon enter the "Select Billion Tonne" club in freight movement that hitherto had just three countries- the US, Russia and China.

Railway Minister Pawan Kumar Bansal today said railways is expecting to reach the loading target of 1007 million tones (MT) freight in the current year and set the target of 1047 MT in the next fiscal 2013-14.

"Indian Railways will have to continue to increase transportation capacities in view of the increasing demands of the growing economy," he said here at a seminar.

He pointed out that apart from being the largest transporter of goods and passengers, railways have been playing a major role in national integration.

"Railways plays a big role in the more equitable development of regions by linking them to sources of supply of raw material and to the extended national markets for their produce. Thus Indian Railways has been playing an unparallelled role in creating opportunities and fostering development," the Minister added.

As a major transporter of bulk commodities like coal, iron ore, fertiliser, cement, food grains, iron and steel and raw materials to steel plans, railways is meeting the transport demands of the core sectors of economy as well as of farming sectors.

Emphasising the importance of supply chain, the Railway Minister said that there is a need to integrate various transportation players for achieving the optimum results.

He said that warehousing, trans-shipment terminals, inter-modal interface and last mile transportation from rail head have all to be brought together.

Seeking mobilisation of private investment, Bansal said it is necessary to attract more private sector investment and railways needs to address concerns of all private entrepreneurs with an open mind so as to attract private investment for infrastructure projects.

Bharti Airtel hits overseas bond mkt, to raise USD 500 m

Telecom major Bharti Airtel today hit the overseas bond market to raise a minimum of USD 500 million, said merchant banking sources who are advising on the sale.

"The bond sale programme, which is going to be a benchmark size, is carried out by the company's foreign arm Bharti Airtel International Netherlands. The company has given an initial pricing guidance of 5.5 percent. The final coupon and size will be fixed later today," a merchant banker working on the issue said.

Last Monday, Bharti had launched roadshows in Asia, Europe and the US and had picked seven foreign banks for this unsecured senior bond issue, or RegS bonds, which can be issued to non-US residents and qualified institutional buyers with lesser protection clauses.

Barclays, BNP Paribas, Citi, Deutsche Bank, HSBC, StanChart and UBS are the arrangers for the investor meet. Bharti Airtel carried a BBB- rating from Fitch, BB+ frm S&P.

A benchmark-sized bond means raising atleast USD 500 million and benchmark bonds are those which provide a standard against which the performance of other bonds can be measured.

On February 1, Bharti Enterprises Group, (holding company of Bharti Airtel) Chief Financial Officer Sarvjit Dhillon had said the company was planning to raise up to USD 1 billion before the end of the fiscal.

In June 2011, Bharti had reportedly met investors but ultimately did not go through with the bond offering.

If the Bharti issue mops up at least USD 500 million, the company will be the second largest private sector borrower to tap the global bond markets this year after Reliance Industries ' USD 800 million perpetual bond in late January.

More domestic companies are likely to access overseas markets for funding as rupee funds are expensive now. So far in 2013, over half a dozen companies including RIL, PowerGrid , Tata Com , ICICI Bank , HDFC Bank , among others raised USD 3.25 billion from overseas debt market.

As of the December quarter, Bharti had total debt of USD 13.6 billion and cash and equivalents of USD 1.9 billion.

As many as 91 percent of the total debt are on floating rate, thus increasing the cost of servicing them. But out of the total debt, only about 19 percent is secured and about 63 percent of is marked in US dollars.

Regulation S bonds or RegS bonds are those offered to non-US residents and qualified institutional buyers (under an exception to US securities laws enacted in 1990) and do not enjoy the same legal protection as other issues enjoy.

Newborn baby dies after parents killed in hit-and-run on way to NY hospital

NEW YORK (Reuters) - A newborn baby delivered by emergency surgery after his parents were killed in a hit-and-run car accident on their way to the hospital has died, a New York police spokesman said on Monday.

The baby boy died from injuries overnight at New York's Bellevue Hospital, the spokesman said.

His parents, Raizy and Nachman Glauber, were 21-year-old Orthodox Jews from a close-knit enclave in Williamsburg, in the borough of Brooklyn. They were going to the hospital to have their first child.

Following religious tradition, the baby will be named, circumcised and buried quickly in a private service, said family friend and community leader Isaac Abraham.

"Had it not been for this coward who caused this accident and ran off, the baby would have been in the mother's womb and lived," he said. "It's the prosecution's obligation to charge these cowards with triple homicide."

Police were searching for the hit-and-run driver, a man, and a female passenger who fled the accident early Sunday morning, just after midnight, that killed the boy's parents.

Police say their vehicle, a gray BMW sedan, struck the side of the taxi that was taking the couple to the hospital. The pair fled on foot, leaving the car behind.

Family friends told local media that Raizy Glauber was about six months pregnant and had wanted to go to the hospital because she was not feeling well.

Abraham said the newborn weighed only three pounds. He was delivered by cesarean section.

A funeral for the baby's parents was held on Sunday in Brooklyn, where mourners overflowed the synagogue and poured onto the surrounding streets. Pallbearers carried the pair of caskets, draped in black velvet.

"First, it's like you are hit in the gut," said Abraham. "Now you are hit in the face."

Witnesses reported the BMW traveling at a high rate of speed, and the taxi was at a stop sign, police said.

The taxi driver was treated at a local hospital and released.

Raizy Glauber's parents live in Williamsburg, and Nachman Glauber's parents live in Monsey, New York, home to a large community of Orthodox Jews.

NEW DELHI (Reuters) - The government's net borrowings in 2013/14 will be up by only 50 billion rupees to 4.84 trillion rupees, the slowest rise in recent years, P Chidambaram, Finance Minister said during an appearance on Google Hangout on Monday.

His comments sought to clarify some confusion about India's borrowing numbers given in the budget unveiled last week.
